<br />__ TECHNICAL COMPETENCE <br />la. PROJECT TEAM'S OVERALL TECHNICAL COMPETENCE <br /> <br />Solid Resources, Inc. (SRI) is an environmental and emergency consulting firm established in Florida in 1992 <br />to provide superior disaster debris management and FEMA emergency recovery services to governmental cli- <br />ents. Since its inception, SRI has expanded and specialized in worldwide disaster debris management, Public <br />Assistance Program assistance, recovery services, grant administration as well as governmental accounting and <br />auditing services. The company has significantly expanded during the past six years and has a proven record <br />of accomplishment for rapid and effective emergency response to complex and catastrophic disasters. <br /> <br />Solid Resources, Inc. works closely with local, state and federal emergency management agencies to monitor <br />and expedite the cleanup of disaster debris and to maximize reimbursements and financial assistance from <br />granting agencies, such as FEMA and FHW A. In every contract, establishing procedures for communication, <br />planning, performance monitoring, quality and cost control have proven key to a project's success. SRI is able <br />to provide superior services by assessing and evaluating each client's unique pre- and post-disaster situation <br />including details into debris collection, communications, contracts, regulations and operational procedures. <br /> <br />SRI has an excellent reputation due to the number and size of successfully completed projects, a refined busi- <br />ness methodology and its extensive roster of qualified professionals. SRI has hired and trained over 800 ex- <br />perienced employees who are prepared for deployment on extremely short notice. SRI has developed a team <br />with a superior working knowledge of the eligibility guidelines for FEMA, FHW A, USACE and NRCS tech- <br />nical programs to ensure the highest level of successful reimbursements to its clients. In addition, SRI has an <br />extensive background in successful management and disaster debris monitoring services at the state and local <br />levels. <br /> <br />During Florida's devastating 2004 hurricane season, SRI's staff responded quickly and effectively, deploying <br />over 415 employees who played a key role in managing, monitoring and measuring the removal of nearly 10 <br />mill10n cubic yards of storm debris in 52 Florida communities generated by four major hurricanes. When Flor- <br />illa was again severely impacted by hurricallesin LUUS: SRI provided debris management and monitoring ser- <br />vices to verify the removal of over 6.5 million cubic ards of eligible debris and reconciling over $100 million <br />in debris removal expenses. J <br /> <br />The SRI Public Assistance (P A) Tea provided 60 Public Assistance Co~mators and Project Officers to as- <br />sist with the post disaster recovery pro ~s in the State of Florid~vidmg services for pre-event positioning, <br />Preliminary Damage Assessments (PDA)~l'pliGaJlt...gflefings;1GckoffMeetings, onsite inspections, Project <br />Worksheets (PW), document review, applicant customer service, grants management, Detail Damage Inspec- <br />tion Report (DDIR), technical assistance as well as [mal inspections and audit reviews by the Inspector Gen- <br />eral. Our PA Team has extensive experienced with Project Worksheet appeals, advocating for local applicants <br />and representing the State in negotiations that significantly and positively impact reimbursements. <br /> <br />SRI is one of the only companies with Emergency Management Assistance Compact (EMAC) experience and <br />assisted Florida by assembling $30 million in EMAC claims for their Mississippi Katrina mission. In addition, <br />SRI helped Florida State agencies with approximately $150 million in Public Assistance funding. SRI re- <br />viewed and wrote $48 million in PWs for four Florida Dept. of Transportation (FDOT) Districts 1,3,4 and 6- <br />these FDOT Districts contain 35 of the State's 67 counties. SRI was tasked by the FDOT to assist applicants <br />within those Districts with their FHW A Emergency Relief claims, preparing numerous Detailed Damage In- <br />spection Reports (DDIR) for local applicants. <br /> <br />The City will be served by SRI's specialized emergency management and disaster recovery offices in Miami <br />and Sarasota to staff all planning and recovery activities.
