John Szerlag, City Manager <br /> <br />DATE: <br /> <br />November 2, 2007 <br /> <br />RE: Temporary Modifications to Table of Organization; Code <br />Enforcement, and Public Works <br /> <br />Collins A venue is our major corridor. Tens of thousands of vehicles pass through daily, <br />and thousands of pedestrians traverse it. The corridor houses thousands of <br />condominium units, and it's our major employment and retail area. All of our hotels are <br />on this strip and three of our parks (two completed, one in planning). The Collins <br />A venue medians are landscaped in such a fashion as to set the example for other <br />property owners to follow, And by the way, it's also a construction zone. <br /> <br />Now, having said this. we can't expect the corridor to be maintained like a Japanese <br />Garden. However. it can look better than it does. And this will take enforcement on a <br />more frequent basis than we currently perform, as well as a more rigorous maintenance <br />schedule in the right-of-way by Public Works. Please know that I'm going to expand <br />the standard operational definition of right-of-way to include the public beach area. <br />Further, I realize that an increased level of service in these areas will result in increased <br />staffing, Our task is to develop a cost benefit analysis to determine if the increases in <br />personnel costs justify the increased level of service, Of course, the City Commission <br />will make the final determination, I'm just going to run the experiment. <br /> <br />Given the above, the following changes to the table of organization will be made on a <br />temporary basis for the next three months; <br /> <br />1. Code Enforcement - add an additional Code Enforcement Officer bringing our <br />total from three to four. The extra Enforcement Officer will be obtained though <br />one of our engineering consulting firms and will be considered an independent <br /> <br />D.
