Since
the date of our report, Siver has received further documentation from Brown & Brown on
proposed medical and dental plans for the City. The following summarizes our review:

· The Blue Cross Blue Shield medical summaries and premiums were received. After
review, the proposals have been found to not be competitive to the renewal of the
United Healthcare plans and the new Neighborhood Health Plan.

· Dental proposals from Blue Cross Blue Shield, Humana and Reliance Standard were
received. After review, all three dental proposals have been found to not be
competitive to the recommended SunLife dental plan.

· Brown & Brown has confirmed with United that they will allow the triple option of
the HMO 5C, POS 52C+ and the new Neighborhood Health Plan at the proposed
premIUms.
