Edelcup, Mayor frI/rp

March 20, 2008

Support of Miami-Dade County Public Schools' Legislative Priorities

Recommendation:

It is recommended that the City Commission consider the attached Resolution.

Reasons:

Miami-Dade County Public Schools ("MDCPS") has reached out to its stakeholders for support of the
legislative priorities of The School Board of Miami-Dade County, Florida via the adoption of legislation.
Specifically, the City is being asked to support the legislative priorities of MDCPS and request that the
Florida Legislature:

.

.

.

.

Appropriate funding increase of at least $100 million in order to maintain current program
offerings and meet rising costs of insurance, utilities and labor contracts;
Amend the Classroom for Kids allocation formula for capital outlay funding to reflect actual
capital outlay need;
Oppose legislation that reduces the number of in-service hours required of teachers providing
instruction to English Language Learners; and
Oppose any attempt to modify gifted program criteria that would limit gifted program offerings to
students.

Additionally, MDCPS is requesting a base budget increase that keeps pace with inflation, moves Florida
towards the United States average per pupil, and allows for competitive salaries for teachers.

Additional Information

Over the past several years, MDCPS has been adversely impacted by legislative funding polices exporting
sorely needed state dollars to other school districts throughout the state. The legislative priorities set by
The School Board of Miami-Dade County seek to remedy this situation.

NSE/pw

Funding available:

N/A

City Ma~ager

Approval:

Agenda Item No.:

Commission Meeting Date:

Cover Memo re Miami-Dade School Legislative Priorities
