John Szerlag, City Manager
CITY OF SUNNY ISLES BEACH
18070 Collins Avenue
Sunny Isles Beach, FIorid.a 33160

RE: INITIAL CONSULTING ENGINEERING SERVICES RELATIVE TO BEACH MANAGEMENT
FOR THE CITY OF SUNNY ISLES BEACH, FLORIDA

Dear Mr. Szerlag:

Pursuant to recent discussions, we are pleased to submit this revised proposal for consulting
services relative to an initial evaluation of potential beach management initiatives within the City
of Sunny Isles Beach (Project). We understand the City would like for Coastal Systems
International, Inc. (Coastal Systems) to evaluate the relative need of additional coastal structures
to help stabilize the shoreline at the Project site.

As part of the feasibility study, we recommend comprehensive numerical wave modeling of
Sunny Isles Beach. Several historical studies of the project area have concluded that beach
nourishment projects at Sunny Isles Beach suffer from end losses to the adjacent areas; however,
the underlying coastal processes contributing to the erosion appear to be unidentified. The results
of the wave modeling will provide information regarding variations in the long-shore sediment
transport and the underlying coastal processes for Sunny Isles Beach. The wave modeling results
will assist in establishing optimal locations for future stabilization projects. Based upon the
results of this initial study, an appropriate continuing scope of services for conceptual design of
shoreline stabilization alternatives, regulatory permitting feasibility, and a cost/benefit analysis
can be defined.

The following tasks outline the scope of services to be provided by Coastal Systems for the City
of Sunny Isles Beach (Client):

PART 1- PHASE I - SHORELINE STABILIZATION STUDY

a. Data Collection and Review: Coastal Systems will collect available data including beach
profile surveys, previous coastal engineering reports, nautical charts, wind/wave data and
construction plans for the breakwaters. This data will be compiled and reviewed by Coastal
Systems as part of the coastal process analysis.

b. Hydrographic Survey: Coastal Systems will conduct a hydrographic survey of the
submerged breakwaters and the project area to obtain bathymetric survey data for the

Coastal, Environmental, Civil En,l,>1neering and Management

Attachment "A"
