John Szerlag, City Manag()\ )J:) <br /> <br />June 19, 2008 <br /> <br /> <br />Request for Consulting Engineering Services for Beach Management Initiatives <br /> <br />Background <br /> <br />Director of Cultural & Human Services Susan Simpson and I have been working with Mr. Carlos <br />Espinoza, DERM Director, to determine the feasibility of Sunny Isles Beach piggybacking a <br />State of Florida Demonstration Grant that is currently being considered in Miami Beach. This <br />project consists of a series of coastal structures in the Atlantic running parallel to the beach, the <br />intent of which is to help stabilize the shoreline along the project terminus. However, before we <br />can determine whether the City can participate in this grant, we must first ascertain whether these <br />coastal structures would be functional in Sunny Isles Beach. The way to make this assessment is <br />to conduct a numerical wave modeling to determine optimal locations for the proposed shoreline <br />stabilization projects. <br /> <br />Recommendation <br /> <br />Given the above, I recommend that the City enter into an agreement with Coastal Systems <br />International, Inc. for a Phase I - Shoreline Stabilization Study, at hourly rates attached as <br />Exhibit "A" for a total amount not to exceed Fifty-eight Thousand Forty-Eight Dollars <br />($58,048.00). <br /> <br />Funds are available in account number 20-600-5313. <br /> <br />Please know that once we establish optimal locations for the future stabilization projects, we will <br />not continue to proceed unless we are advised by the State of Florida Department of <br />Environmental Protection and the U.S. Army Corps of Engineers that our project will indeed be <br />funded (in part) as a Demonstration Grant. So in another words, we first have to show <br />scientifically that some kind of coastal structure will work to stabilize our shoreline and then, try <br />to get some funding for it. To this end, Sunny Isles Beach and DERM will work in tandem on <br />this issue.
