John Szerlag, City Manag r <br /> <br />DATE: June 19,2008 <br /> <br />RE: Increased Costs to Convert Emergency Bridge to Full-Time Bridge that will <br />Span the Canal at North Bay Road <br /> <br />Inquiry has been made if conversion of the above-referenced bridge from a pedestrian vehicular <br />emergency vehicle bridge to a non-restrictive public vehicular access bridge will be more <br />expensive. The short answer is "Yes". This is because additional right-of-ways will be required <br />from the Salem House Condominium, in order to increase the cross section to accommodate two- <br />lane traffic as well as an area for pedestrians/bicyclists. Additionally, some parking spaces will <br />be required from the Salem House Condominium, and a different means of ingress/egress will <br />need to be established. Also, two-traffic circles (one at 174th Street and one at lnnd Street) <br />would need to be constructed so as to facilitate and regulate traffic flow. As such, this project <br />would require additional right-of-way costs and extra construction costs. <br /> <br />I have had a few conversations with Mr. Mark Quinlivan, one of our appraisal consultants, and <br />he indicated that he could not provide a good estimate of right-of-way costs, until he had a full <br />set of plans/specifications for the bridge along with the associated ramps and traffic circles. Mr. <br />Quinlivan also indicated that property acquisition costs have a tendency to increase when <br />condemnation is involved. In addition, ramps to the bridge would encroach on side yard setback <br />requirements along the western property line of the Salem House Condominium. This could also <br />increase the cost of acquisition. <br /> <br />Given the above, we could be looking at right-of-way acquisition costs well in excess of a One <br />Million Dollars ($1,000,000.00). <br /> <br />Now, in terms of construction related costs, estimates for the bridge will remain the same <br />regardless of whether it is a pedestrian/emergency vehicular bridge or a non-restrictive public <br />vehicular access bridge. The reason is that a bridge like this has two components: a substructure <br />and a superstructure. Very simply, the substructure consists of the concrete piers that support the <br />top of the bridge, which is called the superstructure.
