Hines, City Clerk MEMORANDUM TO: Honorable Mayor and City Commission VIA: John Szerlag, City Manager FROM: DATE: Jorge Vera, Assistant City Manager r;1 Rick Conner, Director of Public Works ,,-U May 15, 2008 REGARDING: Approval of a contract with Marlin Engineering to expand their contract with the Florida Department of Transportation to allow the City of Sunny Isles Beach to pay FOOT's bid prices for an additional nine intersection's countdown pedestrian signal heads, in an amount not to exceed $129,165. BACKGROUND The City Commission had asked the City Manager to look at the prospect of designing and placing countdown pedestrian signal heads at all of the intersections on Collins Avenue were traffic signals existed. Per the attached map, there are sixteen intersections that fit this criteria. With perfecting timing, the Florida Department of Transportation (FOOT) had been working on the design and placement of the newest version of these types of heads at seven intersections in Sunny Isles Beach. The work on those intersections has just begun. Marlin Engineering was the firm that FDOT hired to design and manage the installation. We now have the opportunity, through Marlin, to use the unit price bids submitted to FDOT on the additional nine intersections. There were originally no funds budgeted for this project, Based on preliminary estimates, funds were transferred to the appropriate account at the March Commission Meeting, An additional transfer will be necessary to cover the contractual amount, so that the remaining units will be of the same caliber as the FDOT units, RECOMMENDATION We recommend that the City Commission approve a contract with Marlin Engineering to expand the scope of the original FDOT project to include the remaining nine signalized intersections on Collins Avenue, REASONS This expanded scope of work will save an enormous amount of time and money by using very competitive State bids for this same type of work. As part of the stated contract price, Marlin Engineering will design the systems for the remaining intersections, manage the construction and the contractor, and give us a turn key product using the current state of the art technology. They will acqUire all necessary permits and compliance from FDOT, and work with Miami- Dade County for acceptance, all rather significant undertakings. ADDITIONAL INFORMATION We did not do a preliminary plan. We will not have to acquire any easements. The total cost of the expanded scope of work is estimated to be less than $129,165,00. There will be not be operation and maintenance costs. The expected time for completion of the design is Summer of 2008. Partial Funding is currently available in Account Number 20-600-5638, $48,165 in additional funds must be transferred from 20-600-5990 to 20-600-5638.
