Hines, City Clerk <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Honorable Mayor and City Commission <br /> <br />VIA: <br /> <br />John Szerlag, City Manager <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Jorge Vera, Assistant City Manager r;1 <br />Rick Conner, Director of Public Works ,,-U <br /> <br />May 15, 2008 <br /> <br />REGARDING: <br /> <br />Approval of a contract with Marlin Engineering to expand their contract with the <br />Florida Department of Transportation to allow the City of Sunny Isles Beach to <br />pay FOOT's bid prices for an additional nine intersection's countdown pedestrian <br />signal heads, in an amount not to exceed $129,165. <br /> <br />BACKGROUND <br />The City Commission had asked the City Manager to look at the prospect of designing and placing countdown pedestrian <br />signal heads at all of the intersections on Collins Avenue were traffic signals existed. Per the attached map, there are <br />sixteen intersections that fit this criteria. With perfecting timing, the Florida Department of Transportation (FOOT) had <br />been working on the design and placement of the newest version of these types of heads at seven intersections in Sunny <br />Isles Beach. The work on those intersections has just begun. Marlin Engineering was the firm that FDOT hired to <br />design and manage the installation. We now have the opportunity, through Marlin, to use the unit price bids submitted <br />to FDOT on the additional nine intersections. There were originally no funds budgeted for this project, Based on <br />preliminary estimates, funds were transferred to the appropriate account at the March Commission Meeting, An <br />additional transfer will be necessary to cover the contractual amount, so that the remaining units will be of the same <br />caliber as the FDOT units, <br /> <br />RECOMMENDATION <br />We recommend that the City Commission approve a contract with Marlin Engineering to expand the scope of the original <br />FDOT project to include the remaining nine signalized intersections on Collins Avenue, <br /> <br />REASONS <br />This expanded scope of work will save an enormous amount of time and money by using very competitive State bids for <br />this same type of work. As part of the stated contract price, Marlin Engineering will design the systems for the <br />remaining intersections, manage the construction and the contractor, and give us a turn key product using the current <br />state of the art technology. They will acqUire all necessary permits and compliance from FDOT, and work with Miami- <br />Dade County for acceptance, all rather significant undertakings. <br /> <br />ADDITIONAL INFORMATION <br />We did not do a preliminary plan. <br />We will not have to acquire any easements. <br />The total cost of the expanded scope of work is estimated to be less than $129,165,00. <br />There will be not be operation and maintenance costs. <br />The expected time for completion of the design is Summer of 2008. <br />Partial Funding is currently available in Account Number 20-600-5638, $48,165 in additional funds must be transferred <br />from 20-600-5990 to 20-600-5638. <br /> <br /> <br />Finance Department <br /> <br /> <br /> <br />Agenda Item No,: <br /> <br />I Q-r <br />S-l $-0<6 <br /> <br />Funding available: <br /> <br />Conunission Meeting Date: <br /> <br />Agenda Bill - Countdown Heads <br />
