That design was a rather basic project. The main focus was on drainage and not <br />much if any concern was given to roadway cross sections, parking, lighting, or landscaping. Since <br />beginning the project, it has become very obvious that the City Commission desires a product that <br />defines, beautifies, and enhances the City. <br /> <br />This expanded scope of work will put curb and gutter on every street in the project. Under the original <br />design, less than twenty-five percent would have curb and gutter. It will double the available parking <br />while creating landscaped sections to enhance and beautify of the streetscape. It will add about two <br />hundred decorative street lights (like the ones on North Bay Road just south of 172nd). Also included are <br />improvements to Gwen Margolis Park, such as fencing to control the use of the soccer field, new <br />restroom facilities (like the ones in Town Center Park), a hiking and jogging path around the perimeter, <br />angle parking, and connecting sidewalks. Another critical part of this expanded scope is the <br />modification to the underground drainage system for the park. The original park drainage design <br />(again, done several years ago) is not up to the same standards we have set for the rest of the area. <br />These changes will significantly improve the removal of water from the park and surrounding area. <br /> <br />BHA (our consulting engineer on the project) submitted a request to charge us additional fees for the <br />design of this expanded scope and the City Commission approved that request. BHA is now asking for <br />additional funds to monitor this additional work, test materials and quality of the products, make field <br />design changes as necessary, and most importantly, work with the residents in the area on a one-on-one <br />basis to answer questions and proVide information on upcoming work. They will, under this proposal, <br />put two people on the project full time. <br /> <br />I have reviewed their proposal. In my opinion, as a profeSSional engineer, find the costs to be <br />reasonable and appropriate. In fact, most of the hourly rates are less than we are paying other <br />consultants on other City projects. Their estimate of the hours might be on the high side of reasonable, <br />but because this will be an hourly billing with a not to exceed amount, I feel we will be able to obtain a <br />good product at a reasonable rate. <br /> <br />Please feel free to let me know if you have any questions. <br />
