Hines, City Clerk <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Honorable Mayor and City Commission <br /> <br />VIA: <br /> <br />John Szerlag, City Manager <br /> <br />FROM: <br /> <br />Jorge Vera, Assistant City Manager <br />Rick Conner, Director of Public Works <br /> <br />DATE: <br /> <br />July 17,2008 <br /> <br />RE: <br /> <br />Approval of 1st Amendment to Southeastern Engineering Construction <br />Services Agreement for the Central Island Drainage Project, in an amount <br />not to exceed $4,102,554.93 <br /> <br />RECOMMENDATION <br /> <br />It is recommended that the City Commission adopt the attach resolution approving the 15t Amendment to <br />Southeastern Engineering Construction Services Agreement for the Central Island Drainage Project, in <br />an amount not to exceed Four Million One Hundred Two Thousand Five Hundred Fifty-Four Dollars and <br />Ninety-Three Cents ($4,102,554.93). This is one of two amendments that will expand the scope of the <br />original project to include curb and guttered streets with increased parking, street lighting, landscaping, <br />and additional improvements to Gwen Margolis Park. <br /> <br />REASONS <br /> <br />The Central Island Drainage Project was designed several years ago and was a rather basic project. The <br />main focus was on drainage and not much if any concern was given to roadway cross sections, parking, <br />lighting, or landscaping. Since beginning the project, it has become very obvious that the City <br />Commission desires a product that defines, beautifies, and enhances the City. <br /> <br />This expanded scope of work will put curb and gutter on every street in the project. Under the original <br />design, less than twenty-five percent would have curb and gutter. It will double the available parking <br />while creating landscaped sections to enhance and beautify of the streetscape. It will add about two <br />hundred decorative street lights (like the ones on North Bay Road just south of 1 72nd). Also included are <br />improvements to Gwen Margolis Park, such as fencing to control the use of the soccer field, new <br />restroom facilities (like the ones in Town Center Park), a hiking and jogging path around the perimeter, <br />angle parking, and connecting sidewalks. Another critical part of this expanded scope is the modification <br />to the underground drainage system for the park. The original park drainage design (again, done several <br />years ago) is not up to the same standards we have set for the rest of the area.
