John Szerlag, City Manager <br /> <br />Jorge Vera, Assistant City Manager <br />Rick Conner, Director of Public Works <br /> <br />December 18, 2008 <br /> <br />Authorization for the Purchase of a Power Frequency Modulator for City Hall <br />in the amount of $36,697 from Allbrite Electric Service. <br /> <br />RECOMMENDATION <br />It is recommended that the City Commission authorize the purchase of a ElectricFlow brand <br />Power Frequency Modulator, to control power surges currently being experienced in the <br />Government Center from Allbrite Electric Service, the sole source provider, at a cost of $36,697. <br /> <br />BACKGROUND <br />The City staff has been looking at the purchase of a power frequency modulator for over a year <br />as a method to save money on our FP&L bills. This unit stabilizes the incoming power which <br />reduces consumption. Through this analysis, we have determined that we could pay for the unit <br />in under four years. <br /> <br />A little bit independent of that, we have recently been monitoring the incoming power supply <br />because we believed it was the cause of damage to several expensive pieces of equipment here in <br />City Hall, including computer servers and air conditioning controllers. It turns out, the <br />ElectricFlow frequency modulator unit was originally designed to address this very issue for <br />industrial facilities, the power savings was later discovered as a side benefit which the <br />manufacturer then started marketing independently. We would benefit from both of its <br />properties. Allbrite Electric Service has been identified by the Administration as a "sole source" <br />vendor to provide an ElectricFlow brand Power Frequency Modulator.
