One is with Miami-Dade County in which there is a pool of several debris monitoring <br />consultants, the second is a backup contract with the City of Hialeah should the primary provider not be <br />able to perform the required services, and the third is a Disaster Debris Management and Support <br />Services contract with Volusia County, which can be overseen and staffed by our Central Florida <br />Offices. Therefore, we unequivocally state that the City of Sunny Isles Beach will be the primary South <br />Florida client for debris removal services and receive our full resources and attention. <br /> <br />. <br /> <br />4. Experience With FEMA Requirements <br /> <br />Many of Metric's key staff come from the Florida Department of Transportation and have held positions <br />such as District Secretaries, Director of Operations, Emergency Management Coordinator (statewide), <br />and Professional Services Director. Mr. Frank Day, P.E. who will serve as the Project Manager on this <br />contract, was the Emergency Management Coordinator and was responsible for the preparation of <br />almost 2 billion dollars in federal aid reimbursement for the Florida Department of Transportation. Mr. <br />Day is intimately familiar with current and pending FEMA and FHWA guidelines and has through his <br />experience developed a "required Documents Checklist" which will be followed to ensure maximum <br />reimbursement from federal and state agencies. <br /> <br />In addition, Metric's team members from iParametrics include former FEMA personnel and FEMA <br />trained staff members who are regularly deployed to presidentially declared disasters across the <br />country. This regular and constant deployment ensures that they are always aware of the most up-to- <br />date FEMA requirements in this ever-changing arena. The positions held while on a FEMA deployment <br />are also varied and extensive, and include Debris Specialist, Project Officer, and Public Assistance <br />Coordinator. In each instance, our staff are either directly responsible for the development of <br />appropriate Project Worksheets for the applicant, or responsible for providing the information and data <br />to be used in the Project Worksheet. PUBLIC ASSISTANCE STEPS <br /> <br />iParametrics also provides FEMA with one of <br />their certified instructors of the new FEMA Public <br />Assistance (PA) Pilot Program. This program <br />encourages applicants to develop an approved <br />Debris Management Plan that ultimately allows <br />for increased reimbursement percentages back <br />to the applicant. <br /> <br />The flowchart on the right demonstrates the <br />Metric team's knowledge of the PA process. <br /> <br />Knowledge of FEMA: Metric's credentials <br />regarding handling complex FEMA <br />documentation requirements are best <br />demonstrated in the "Performance Issues" <br />section below, as we have received 100% <br />reimbursement for our clients, including several <br />determinations regarding stump issues. Metric <br />credits this not only to our working knowledge, <br />but also to our established relations with FEMA <br />personnel. In addition, Metric Engineering has <br />developed 8 unique processes regarding debris management to ensure we are always up-to-date in <br />FEMA guidelines. One of these processes, developed by Frank Day, P.E., lists and updates ALL the <br />required forms to ensure maximum reimbursement. This was developed while managing well over 1 <br />billion dollars of emergency work for FDOT. Another process assists with the preparation and approval <br />of a Debris Management Plan. What does this mean for the City?
