Availabilitv of Staff <br /> <br />One of Metric's core values has always been to provide our clients with the personal service and <br />attention that they should expect from a small, local firm, while delivering the technical excellence of a <br />large, national firm. In keeping with that tradition, we are devoted to giving the City and its personnel <br />the attention they deserve. Our team members will meet with City representatives and the debris <br />contractor daily during disaster event activation. In addition, during periods without a disaster event, <br />and for all pre-disaster planning, Metric will continue to meet with the City's Project Manager or his/her <br />designee. We will do our utmost to ensure that the City is always briefed and prepared for any event <br />that might occur, including updating the City on the latest FEMA requirements, updates and <br />improvements to our debris monitoring system, and making sure that all parties are on the same page <br />regarding the City's approved Debris Management Plan. <br /> <br />Metric has developed trained, quick response teams located throughout the state of Florida (North, <br />Central, and South), who will be ready for immediate deployment at the request of the City. <br /> <br />Metric's Corporate Headquarters is located in Miami, with satellite field offices throughout Miami-Dade <br />County. In addition, the firm's President, and Principal-in-Charge of this contract, maintains a residence <br />in the City of Miami Beach. As a result of this close proximity to the City of Sunny Isles Beach, <br />the President, or another Metric team member can consistently be available to discuss the <br />project on site within thirty minutes or less. <br /> <br />The following is a listing of the proposed personnel that will be assigned to the City's Emergency Debris <br />Disposal Management Contract: <br /> <br />Carlos A. Duart. CPA Principal-in-Charge *CONTACT PERSON* <br />Mr. Duart serves as President of Metric Engineering, Inc., and has served as <br />the firm's Chief Financial Officer for the past seven years. He is the lead <br />corporate officer in charge of operations as well as finance for the company. <br />During 2004/05, Mr. Duart served as the principal-in-charge for Metric's debris <br />removal contracts. He worked on the recovery efforts for Hurricanes Dennis, <br />Ivan, and Wilma, overseeing all invoicing and documentation. Mr. Duart is <br />also in charge of the company's Information Technology Division and has <br />evaluated numerous software packages ranging from accounting, civil <br />engineering, AutoCAD, GISLite and asset management programs. Debris Management Planning <br />Mr. McCrary serves as the Director of Debris Services for iParametrics. He has over 24 years of <br />experience in the highway planning, design, and construction industry. He currently oversees division <br />operations and is responsible for pre-event planning and preparation, post-event recovery, and <br />providing reviews and critiques of electronic debris data management systems from the applicant and <br />monitor perspective. He has assisted various agencies with updating their Debris Management Plans <br />and has served as Hurricane Response Consultant for FDOT District's I, IV, and VI during the 2006 <br />Hurricane Season. <br /> <br />Page 7 <br />
