Hines
Sunny Isles Beach Government Center
November 12, 2007

pre-qualification, and have a proven record of providing quality assurance
monitoring of disaster debris contractor operations. We maximize the use of off
the shelf information technology and communications. Our HaulPassH1 System
is a web based automated data management system that eliminates manual data
collection (hand-written load tickets). The HaulPass™ System saves thousands
of hours of data entry, invoice reconciliation, and quality control and provides
real-time reporting. Our team has hands on experience and extensive knowledge
of federal reimbursement regulations and disaster debris management planning,
including FEMA's Public Assistance Pilot Program enabling communities to
qualify for an additional five percent federal share incentive, and NIMS/ICS
regulations and training programs.
. Emergency Planning and Disaster Response. Our proposal provides greater
detail describing our experience and qualifications with disaster preparedness,
response and recovery. Briefly, we have significant experience in all phases of a
disaster, including but not limited to:
o Emergency Operations and Continuity of Operations Planning
o Disaster Debris Planning/Debris Management Plans
o FEMA, NIMS/ICS and OSHA Training and Exercise Scenarios
o Damage Assessments and Debris Volume Assessments
o ROE and ROW Quality Assurance Monitoring
o Marine Debris and Coastal Cleanups (derelict boats, vehicles, homes, etc.)
o Comprehensive and all inclusive Debris Contractor Administration and
Management (i.e., procurement, certification, monitoring, data management,
reporting, invoice reconciliation and public assistance support)
· Providing Economic and Community Support. We strive to hire local businesses,
as well as local residents, to help the community recover following a disaster
event. We also make arrangements with local banks to facilitate something as
simple as cashing a payroll check because we understand the importance of this
to our employees following a catastrophic event. We reach out to local non-
profit organizations and churches to provide them with support so they can assist
with the community's recovery.
· Government Liaison and Public Assistance Support. Our team has unparalleled
experience with the federal reimbursement program, as well as local and state
regulations. We have an offic~ in Washington, DC and have several staff that are
very familiar with FEMA and DHS policies and personnel.
