PAST PERFORMANCE <br /> <br />. <br /> <br />With the full recognition that architectural practice must go beyond the aesthetic, WA is recognized for its <br />performance and technical achievement. Known as a firm that "gets the job done", the firm has demon- <br />strated the need to be complete in its service to its clients. WA has maintained the importance of quality in <br />the execution of documents, working within established budgets and schedules, and taking a strong role <br />in the representation of the Owner during construction. In all, while constantly reaching for design excel- <br />lence, the firm has set an example that reinforces the Architect and Engineer as professionals who holisti- <br />cally deal with the total project delivery. <br /> <br />Aris Garcia, AlA, will serve as Project Manager for this project and will be responsible for proactively man- <br />aging the cost schedule and quality control. Raul Estevez will serve as Quality Control Coordinator for this <br />contract and will provide an independent review at key milestones. WA believes that projects should be <br />managed with a sense of balance between three critical areas: cost, schedule and quality. Each area af- <br />fects the other two. For example, a desire for increased quality may increase the cost and lengthen the <br />schedule. We need to balance these aspects of the project. Our record of past performance is achieved <br />by the following: <br /> <br />Change Order History, Scheduling and Budgeting <br /> <br />. <br /> <br />Cost Control At all times during the project development, the Project Manager maintains direct con- <br />tact with the client to ensure maximum communication, thereby eliminating any problems with scope <br />or budget surprises at the time of bidding. In order to properly control costs, careful monitoring of the <br />various elements continues throughout the project and the design team addresses these issues with <br />the client and user, WA commences cost control immediately upon issuance of a Notice to Proceed <br />and utilizes both computer pricing and conventional takeoffs. In order to properly control costs, careful <br />monitoring of the various engineering elements are performed throughout all phases of design. This <br />has been demonstrated over the past two years by an average bid spread of less than 6% and an <br />average Change Order rate of 7/10 of 1 %. One important thing to keep in mind is that the majority of <br />the Change Orders WA has dealt with during the past two years are from Owner changes in the <br />Scope of Work, <br /> <br />Schedule Control Over the past two years WA has consistently met project schedule requirements <br />for both governmental and private clients. This has been accomplished with an emphasis on strong <br />project management, productivity of the design team, and regular project review. A formal schedule is <br />developed responding to the individual needs of the client and the project manager maintains direct <br />contract with the client throughout the development of each phase in order to ensure maximum com- <br />munication. Weekly status meetings allow for quick response as needed, The project schedule may <br />be developed utilizing the Primavara (P3) and/or Microsoft Project computer programs. <br /> <br />Quality Control WA utilizes quality assurance procedures that provide the expertise and direction <br />required to execute a successful project, including control of information during the entire life of the <br />contract and development of complete and coordinated documentation. Key to our success is our <br />separate quality control team headed by Mr. Raul Estevez. This team composed of experienced tech- <br />nical staff not specifically assigned to the project, periodically reviews the progress of the work with a <br />new fresh set of eyes.
