The City shall have the right to inspect the cable system facilities during and after their <br />construction to ensure compliance with the requirements of the franchise agreement, this article and <br />FCC standards. <br /> <br />(d) The City may require any other tests as specified in a franchise agreement or applicable <br />law or regulation, to be performed at the expense of the franchisee. The franchisee shall provide the <br />test results to the City within 30 days of completion of the proof of performance or other tests. <br /> <br />(e) The franchisee shall provide the City ten (10) days advance written notice when a proof <br />of performance test required in subsections (c) and (d) above is scheduled so that the City may have <br />an observer present. <br /> <br />(f) A franchisee shall not design, install or operate its facilities in a manner that will interfere <br />with the signals of any broadcast station, the facilities of any public utility, the cable system of <br />another franchisee, or individual or master antennas used for receiving television or other broadcast <br />signals. <br /> <br />(g) In any franchise granted pursuant to this article, the City may require a franchisee to agree <br />to maintain that level of technology to satisfy the state of the art as defined in Section 1 herein. <br /> <br />(h) The franchisee shall provide access channels, equipment and facilities, and financial <br />support in accordance with Sections 12, 13 and 14, as well as such other benefits and services as <br />provided in a franchise agreement. <br /> <br />Sec. 14. <br /> <br />Public. education and eovernment support. <br /> <br />(a) It is the purpose and intent of the City to require that all franchisees provide access <br />channels, facilities, equipment and support sufficient to meet the community's needs and interests <br />with respect to public, education and government activities. <br /> <br />(b) A franchise~ shall provide, at the request of the City, cable television services including <br />installation and basic service with ten (10) outlets to all municipal offices and schools within the <br />City. <br /> <br />(c) A franchisee shall provide, at the request of the City and as designated in the franchise <br />agreement, access channels to be allocated to education and government use at the sole discretion <br />of the City. <br /> <br />(d) During the term ofa franchise, a franchisee shall provide at the request of the City and <br />as designated in a franchise agreement, such equipment, facilities and technical support as the City <br />Commission may determine is useful for the production and cablecasting of programming on the <br />public, education and government channels. Applications for an initial or renewed franchise shall <br />include a proposal to provide such support. <br /> <br />Cable Ordinance <br /> <br />-21- <br />
