<br />Sec. 17.
<br />
<br />Subscriber privacy.
<br />
<br />A franchisee shall at all times protect the privacy of all subscribers to the full extent required
<br />by Section 631 of the Communications Act, 47 U.S.C. S551 and State law.
<br />
<br />Sec. 18.
<br />
<br />Discrimination prohibited.
<br />
<br />(a) A franchisee may in its rates or charges, or in the availability ofthe services or facilities
<br />of its system, or in any other respect, make or grant undue preferences or advantages to any
<br />subscriber, potential subscriber, or group of subscribers or potential subscribers, nor subject any such
<br />persons or group of persons to any undue prejudice or any disadvantage. A franchisee shall not
<br />deny, delay or otherwise burden service or discriminate against subscribers or users on the basis of
<br />age, race, creed, religion, color, sex, handicap, national origin, marital status or political affiliation,
<br />except for discounts for senior citizens, the economically disadvantaged or handicapped that are
<br />applied in a uniform and consistent manner. A franchisee may also offer bulk discounts to multiple
<br />dwelling buildings to the extent such discounts are otherwise permissible by law.
<br />
<br />(b) A franchisee shall not deny cable service to any potential subscriber because of the
<br />income ofthe residents of the area in which the subscriber resides.
<br />
<br />(c) A franchisee shall not refuse to employ, nor discharge from employment, nor discriminate
<br />against any person in compensation or in terms, conditions or privileges of employment because of
<br />age, race, creed, religion, color, sex, disability, national origin, marital status or political affiliation.
<br />The franchisee shall comply with Federal, state and local laws and regulations governing equal
<br />employment opportunities, as the same may from time to time be amended.
<br />
<br />Sec. 19.
<br />
<br />Use of streets.
<br />
<br />(a) Any pavements, sidewalks, curbing or other paved area taken up or any excavations made
<br />by a franchisee shall be done pursuant to permits issued for work by the proper officials of the City,
<br />and shall be done in such manner as to give the least inconvenience to the inhabitants ofthe City.
<br />A franchisee shall, at its own cost and expense and in a manner approved by the City, replace and
<br />restore any such pavements, sidewalks, curbing or other paved areas in as good a condition as before
<br />the work involving such disturbance was done, and shall also prepare, maintain and provide to the
<br />City Manager of his designee, full and complete plats, maps and records showing the exact locations
<br />of its physical facilities used in connection with the cable system located within the public streets,
<br />ways, and easements of the City. These maps shall be available in any form requested by the City
<br />Manager or his designee.
<br />
<br />(b) Except to the extent required by law, a franchisee shall, at its expense, protect, support,
