Evaluate the need for facilities, . Estimate the cost of such facilities and services, . Analyze the City's fiscal capacity to fmance and construct improvements, . Identify financial policies, and . Provide a financing and implementation schedule. - .. - .. As defmed, both sewer and water services are provided by contracts with Miami Dade County and the City of North Miami Beach respectivdy. Also, the County also provides solid waste collection. The service providers are responsible for system wide maintenance rdated to these activities. Any capital improvements related to these three services are related to the service providers, not the City of Sunny Isles Beach. Therefore, the City is not responsible for programming expansions, extensions or increases to these services. .. .. .. .. .. Public education facilities serving the local population are administered by the Miami Dade County School Board. There are no public school facilities or public health facilities located within the boundaries of the City. .. .. .. Local Capital Improvement Practices .. .. In accordance with Rule 9J-5.016(2)(a) F.A.C. the following are statements and analysis of the practices that guide the timing and location of capital improvement construction, maintenance and enhancement projects within the City. .. .. The City bdieves that the existing citizens and businesses should not be compelled to pay the cost of new growth. Rather, the cost of additional public facilities and services required for new development and redevdopment projects should borne by the actual developers and users in the form of impact fees, service charges and user fees. .. .. .. .. The Capital Improvements Program (CIP) is a five-year plan designed to address municipal needs. The CIP is, in part, based upon the existing and projected funding sources during the five-year period. .. ..
