Evaluate the need for facilities, <br />. Estimate the cost of such facilities and services, <br />. Analyze the City's fiscal capacity to fmance and construct improvements, <br />. Identify financial policies, and <br />. Provide a financing and implementation schedule. <br /> <br />- <br /> <br />.. <br /> <br />- <br /> <br />.. <br /> <br />As defmed, both sewer and water services are provided by contracts with Miami Dade County and <br />the City of North Miami Beach respectivdy. Also, the County also provides solid waste collection. <br />The service providers are responsible for system wide maintenance rdated to these activities. Any <br />capital improvements related to these three services are related to the service providers, not the City <br />of Sunny Isles Beach. Therefore, the City is not responsible for programming expansions, extensions <br />or increases to these services. <br /> <br />.. <br /> <br />.. <br /> <br />.. <br /> <br />.. <br /> <br />.. <br /> <br />Public education facilities serving the local population are administered by the Miami Dade County <br />School Board. There are no public school facilities or public health facilities located within the <br />boundaries of the City. <br /> <br />.. <br /> <br />.. <br /> <br />.. <br /> <br />Local Capital Improvement Practices <br /> <br />.. <br /> <br />.. <br /> <br />In accordance with Rule 9J-5.016(2)(a) F.A.C. the following are statements and analysis of the <br />practices that guide the timing and location of capital improvement construction, maintenance and <br />enhancement projects within the City. <br /> <br />.. <br /> <br />.. <br /> <br />The City bdieves that the existing citizens and businesses should not be compelled to pay the cost of <br />new growth.
