<br />Located within the areas of special flood hazard established in by this Ordinance, where streams <br />exist but where no base flood data has been provided or where base flood data has been provided <br />without floodways, the following provisions apply: <br /> <br />Until a regulatory floodway is designated, no new construction, substantial improvements, or other <br />development (including fill) shall be permitted within the areas of special flood hazard, designated as <br />zoned Al-30 and AE on the FIRM, unless it is demonstrated that the cumulative effect of the <br />proposed development, when combined with all other existing and anticipated development will not <br />increase the water surface elevation of the base flood more than one foot at any point within the City. <br /> <br />Development activities in Zones Al-30, AE, and AH, on the City's FIRM which increase the water <br />surface elevation of the base flood by more than one foot may be allowed, provided that the <br />developer or applicant first applies - with the City's endorsement - for a conditional FIRM revision, <br />and receives the approval of the Federal Emergency Management Agency. <br /> <br />Section E.:Q. STANDARDS FOR AREAS OF SHALLOW FLOODING (AO ZONES). <br /> <br />Located within the areas of Special Flood Hazard established in Article 3, Section B, are areas ' <br />designated as shallow flooding areas. These areas have flood hazards associated with base flood <br />depths of one to three (1 '-3') two to three (2 3') feet, where a clearly defined channel does not exist <br />and where the path of flooding is unpredictable and indeterminate; therefore, the following <br />provisions apply: <br /> <br />(1) All new construction and substantial improvements of residential structures shall have the <br />lowest floor, including basement, elevated to the flood depth number specified on the Flood <br />Insurance Rate Map, above the highest adjacent grade. If no flood depth number is <br />specified, the lowest flood, including basement, shall be elevated at least two (2) feet above <br />the highest adj acent grade. <br /> <br />(2) All new construction and substantial improvements of non-residential structures shall: <br /> <br />(a) Have the lowest floor, including basement, elevated to the flood depth <br />number specified on the Flood Insurance Rate Map above the highest <br />adjacent grade. If no flood depth number is specified, the lowest floor, <br />including basement, shall be elevated at least two feet (2') above the highest <br />adjacent grade; or <br /> <br />(b) Together with attendant utility and sanitary facilities be completely flood- <br />proofed to the specified flood level so that any space below that level is <br />watertight with walls substantially impermeable to the passage of water and <br />with structural components having the capability of resisting hydrostatic and <br />hydrodynamic loads and effects of buoyancy.
