Additionally in Coastal Hig:h Hazard Areas. if the area below the lowest horizontal <br />structural member of the lowest floor is enclosed. it may be done so with open wood lattice <br />and insect screening or with non-supporting breakaway walls that meet the standards of <br />Article 5. Section E (6) of this ordinance: <br /> <br />(9) Interpret the exact location of boundaries of the areas of special flood hazard. When there <br />appears to be a conflict between a mapped boundary and actual field conditions. the <br />Floodplain Administrator shall make the necessary interpretation. The person contesting the <br />location of the boundary shall be given a reasonable opportunity to appeal the interpretation <br />as provided in this Article; <br /> <br />(10) When base flood elevation data and floodway data have not been provided in accordance <br />with Article 3. Section B. the Floodplain Administrator shall obtain. review and reasonably <br />utilize any base flood elevation and floodway data available from a Federal. State of Florida. <br />or any other source. in order to administer the provisions of Article 5: <br /> <br />(11) Coordinate all change requests to the FIS. FIRM and FBFM with the requester. State of <br />Florida. and FEMA. and <br /> <br />(12) Where Base Flood Elevation is utilized. obtain and maintain records of lowest floor and <br />floodproofing elevations for new construction and substantial improvements in accordance <br />with Article 5. Sections B (1) and (2). respectively. <br /> <br />ARTICLE V. <br /> <br />PROVISIONS FOR FLOOD HAZARD REDUCTION <br /> <br />Section A. <br /> <br />GENERAL STANDARDS. <br /> <br />In all areas of special flood hazard the following pro'/isions are required: <br />In all areas of special flood hazard. all development sites including new construction and substantial <br />improvements shall be reasonably safe from flooding. and meet the following provisions: <br /> <br />(1) New construction and substantial improvements of existing structures shall be anchored to <br />prevent flotation, collapse or lateral movement of the structure resulting from hydrodynamic <br />and hydrostatic loads. including the effects of buoyancy; <br /> <br />(2) Manufactured homes shall be anchored to prevent flotation, collapse, or lateral movement. <br />Methods of anchoring may include, but are not limited to, use of over-the-top or frame ties to <br />ground anchors.
