2.0 PROJECT OBJECTIVES <br /> • <br /> CLIENT has requested CONSULTANT's services to coordinate efforts towards completing undergrounding <br /> of utilities within the four areas identified above, Transmission Lines excluded. Undergrounding of Utilities <br /> is a phased process; the scope for each phase is defined by its predecessor. For that reason, although <br /> the intent is to provide a complete scope of services, individual tasks will be accomplished through a series <br /> of work authorizations under a general services agreement. . <br /> A typical approach towards undergrounding of utilities can be broken into three phases, 1) Assessment, <br /> • 2) Design and Permitting, and 3) Bidding/Construction. The CITY anticipates funding to be established <br /> through their CIP; therefore funding mechanisms are not addressed within this proposal. The following <br /> outlines the process to take projects from concept to completion and provides a roadmap of services to be <br /> performed. <br /> Phase 1-Assessment <br /> • <br /> Step 1. Client Meeting: As with any other project, the first step is to meet with the Dent and <br /> establish general parameters for the project. General criteria is established such as identifying the <br /> limit; of the project, identify Client expectations/desires, identify .stakeholders (those with direct <br /> • influence or interest in the project), and reviewing the process/requirements for undergrounding. <br /> initial discussions will include preliminary schedule, critical timelines, funding "source, and any other <br /> issue with potential impact to the project. <br /> Step 2. .Meeting with FP&L and Utilities: Typically FP&L is the lead in undergrounding services. <br /> Although there is no collaboration between them, the other utilities will generally follow the decisions of <br /> FP&L as relates to undergrounding. Undergrounding is usually handled through one specific <br /> department within.FP&L Where transmission lines are included within the project, other departments <br /> get pulled into the process and the degree of approvals increases. Meetings with each of the utilities <br /> are critical to understanding their specific concerns and requirements for approval and•rnoving the <br /> project forward. <br /> Step 3. Existing Conditions: Information in the form of atlases, right-of-way maps, sunny, plat, and <br /> as-builts are used to create a base file of information for the undergrounding corridor. Once compiled, <br /> information is analyzed for sufficiency. Deficient inforination is further analyzed to determine absolute <br /> necessity for project. Wnere determined necessary, but unavailable, additional information shall be <br /> obtained.
