Summary Minutes:Special City Commission Meeting September IS,2016 Sunny Isles Beach,Florida <br /> Second Budget Hearing <br /> year. We have the benefit of increasing activity and construction in our City which actually <br /> raises our tax base but we don't necessarily have to raise our taxes to keep up, and so it is a <br /> good thing. This is the fifth year we have actually lowered our millage rate,and this year we <br /> are at 2.4000 Mills. We don't think it will last forever but as long as it is lasting,we are going <br /> to ride the wave in the right direction. <br /> City Manager Russo said this is the end of the line after numerous work sessions on Capital <br /> Programming, Cultural and Community Services Programs, our General Fund, our Capital <br /> Fund, and we are prepared. <br /> Public Speakers: None <br /> Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br /> resolution. Resolution No. 2016-2578 was adopted by a voice vote of 5-0 in favor. <br /> 3B. Budget Ordinance (Public Hearing) <br /> An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida,Adopting <br /> an Operating and Capital Improvement Budget for the Fiscal Year Commencing <br /> October 1,2016 through September 30,2017,Pursuant to Section 200.65,Florida Statutes; <br /> Authorizing Expenditures of Funds Established by the Budget;Authorizing Encumbrances; <br /> Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and <br /> Federal Law Enforcement Trust Funds; Providing for Post Audit;Providing for Severability; <br /> and Providing for an Effective Date. <br /> (First Reading September 6, 2016) <br /> Action: City Clerk Hines read the title, and City Manager Russo presented a balanced Fiscal <br /> Year 2016/2017 Operating Budget and the five-year Capital Improvement Program. Mayor <br /> Scholl said this will actually adopt an Operating and Capital Improvement Budget for the <br /> coming year. <br /> Commissioner Goldman said as we have had extensive discussions about the Government <br /> Center Annex and whether we are going to build or not, and the potential delays due to the <br /> School Board and the whole issue of address verification, and so forth. She would like to <br /> propose some sort of potential interim or temporary use of the Sales Center by the Arlen <br /> House for seniors and Senior Center Multipurpose Room. The Sales Center for the Ritz <br /> Carlton that the Chateau Group is using, when they finish the City owns that property and <br /> while it is true there is a philosophy about using it for a park and open space for continuous <br /> park space line, she thinks there is a value and purpose to using it for an indoor venue. Mayor <br /> Scholl said it is down the road because they have got it for a while but it is something that we <br /> should probably address when it comes up. Commissioner Goldman said she just wanted to <br /> throw it out there because the Senior Center, for her it has always been a strong feeling that <br /> we should have a Senior Center and if we are not going to get the Senior Center any time soon <br /> because of the whole logistics and planning of that,we should have some indoor space for the <br /> seniors. Mayor Scholl said we have a couple of ideas for backups as well but we will address <br /> them separately. He thinks we will end up with a workshop on the whole notion of if we are <br /> 7 <br />
