Summary Minutes:Regular City Commission Meeting September 15,2016 City of Sunny Isles Beach,Florida
she will no longer be acting as a Commissioner. She is hoping that the Commission will
continue to look into this matter, obviously there are issues, and as the Mayor said there is no
silver bullet but this City has the brainpower and the ability to put together something that
works, and she really believes that, and something can be done to make it happen. She may
not be on the Commission anymore but she will continue to support you however that she
can.
Vice Mayor Gatto said several times she has spoken to Roberto Rodriguez about how
sympathetic she is about the situation because one of the gentleman that was here earlier
brought up the Skate Park and that was about having your quiet enjoyinent ruined for seven
(7) days a week, she personally suffered from that. She said it was a little harsh and unfair
for Tony Rodriguez to say she came to La Perla and spent a couple of hours there. She
knows that the Commission did, and so they did give you the time, it is not just for tonight,
and so she just wanted to say that she wants to be fair about this and she wants the rest of the
group to know that a lot of us has spent time over at your building and we understand what is
going on. She doesn't want this to come out the wrong way but it has to do with the safety
issue with the caliber of people you are all describing that is on the beach. The district that
she oversees is Winston Towers, and Samson Park is part of her district. We deal with
characters all the time from homeless situations to bad people and quite honestly we don't
need cars to get them there, they walk there or they are walking up and down the beach and
they get there, and so that part of the problem is not just indicative of that area because you
have a Pier there. We are dealing with it in our district and they probably deal with it on the
rest of the beach. The Police does a magnificent job of managing that and controlling that,
and so she understands the concern about the safety issue you talk about on the beach but she
thinks we need to separate that which is a whole different thing, from what is going on in the
actual parking lot. She thinks linking the two might be a little unfair, we get our share of
characters whether they are on foot or in car, it does not make a difference. She just wanted
to clarify that. Again, with that said, she knows and she has worked with the Mayor for
many years and with this Commission, and she knows we are going to sit down and figure
out a solution, she doesn't know what the solution is off hand but she knows we will figure
out something because as the Mayor said,we heard what you are saying and you got to us,so
we will figure something out.
Commissioner Aelion said that many of you know that he took this issue to heart personally,
he came many times, he met the Board, he met with all of you that sat together with the City
Manager and alone, and the video that we saw is self-explanatory of what you are going
through on a regular basis. With that said, he wants to touch upon what the Mayor voiced
here tonight. It is very easy to feel that the solution may be a simple one because of the 2010
Agreement, and think that the Commission has a right to basically move the 29 parking
spaces and the public piece of land should be also pro-fitted for the use. If it is pro-fitted it
then becomes a singular use,and the singular use is the egress and ingress from La Perla and
with that the use becomes singular and it becomes for the use of La Perla, end of story. Even
with what the Architect had presented, you can enlarge the sidewalk to make it nice and
attractive beach access and so forth. He will tell you something that may open your eyes as
far as what the Mayor was referring to. The City of North Bay Village has a liquor store
called Happy Stork, it is right there on the 79th Street Causeway. It has been there for over 60
years together with a lounge, and so you can imagine what type of people visit there. The
30
