<br />If the worker does not participate in a federal or state apprentice program, then the <br />worker must be classified according to duties performed. This procedure may require <br />classification in the trade depending on tools used, or as a laborer if specialized tools <br />of the trade are not used. The contractor may want to consult with the Wage and <br />Hour Division of the U.S. Department of Labor located in most large cities regarding <br />the appropriate classification. <br />Presently, no worker may be classified as a helper.
