Application for Funding Assistance

Florida Department of Law Enforcement
Justice Assistance Grant - Direct

~~L;l?~~~~ iK

General Project Information

Project Title: INTERVIEW SURVEILLANCE SYSTEM

Subgrant Recipient: City of Sunny Isles Beach

Implementing Agency: Sunny Isles Beach Police Department
Project Start Date: 4/1/2010 End Date: 9/30/2010

Problem Identification

Currently our interview room is equipped with a non-recordable camera that displays an image on
a television located in the lobby area of the bureau. The camera?s inability to record has
prevented us from capturing important body language and other telling signs of deception that will
aid in the prosecution of subjects. Currently the digital voice recording devices are being utilized to
record interviews. This has put our investigators at a disadvantage because it does not show the
emotion that can be very compelling during an interview with victims and subjects. These
emotions have proved to be a crucial element when presenting cases for court purposes.

Project Summary

The project will seek to improve the existing method our investigators have been using to conduct
interviews. The digital recording device will allow investigators to capture audio and video during
interviews. These interviews will be recorded and saved within a computer database for criminal
prosecution. In addition to the ability to capture an interview. the digital recordings will be available
to off-site investigators who have access to their computers. The upgrade from our current
technology will be a great improvement that will allow our investigators to optimize their
enforcement efforts.

Application Ref #
Contract

201 O-JAG D-94 7
-JAGD-DADE- - -

Section #2 Page 1 of 2

Rule Reference 11 D-9.006 OCJG-005 (rev.
