The City should create written policies and procedures for the backup and restoration of <br />Windows-based servers. The procedures should be sufficient to enable other employees within <br />the City's Network Systems group to perform backup and restoration duties in the event that the <br />primary backup technician is unavailable. Backup errors reported by TSM may indicate serious <br />problems with the integrity of daily backups. The City should investigate and fix backup errors <br />immediately. This includes regularly repeated errors caused by locked files. <br /> <br />. The City should make accommodations to ensure that the iSeries disaster recovery plan is tested <br />every year. <br /> <br />Views of Responsible Officials and Planned Corrective Action <br /> <br />City policy and procedures dictate that all software on City computers be installed by the Information <br />Technology staff. The Information Technology staff currently maintain a complete file of all software <br />licenses purchased. The Information Technology staff will develop and maintain a list of software that <br />they install on individual City computers. The Information Technology staff will be implementing <br />procedures to find software installed on City computers not in compliance with City policy, although it is <br />recognized that due to the three-level antivirus and anti-malware software, it is unlikely that such software <br />installation poses a risk to the network and/or information security. <br /> <br />The City has written procedures for back-ups of both the Windows-based server environment and the <br />iSeries environment. Employees primarily responsible for completing the backup process, as well as the <br />other Information Technology employees who occasionally complete the process, continue to follow <br />these procedures. Formal policies and procedures will be formalized to include current procedures and <br />will address mitigation of backup errors reported by the backup software. The configuration of the <br />individual servers is well documented and provide the ability to reconstruct the servers, including the <br />restoration of all data from the off-site backup tapes. The configuration of the software and hardware used <br />in the backup process will be included in these policies and procedures. <br /> <br />The full testing of the iSeries disaster recovery plan, which includes employees traveling to a SunGard <br />hot site and recovering the City data, ensures that the procedure is understood by the City employees and <br />that the data is recoverable. The employees responsible for performing this process have been trained in <br />this process and have participated in the testing in prior years. No significant changes were made in the <br />City's hardware or software that would affect the disaster recovery process during the year, so disaster <br />recovery remained fully available throughout the year.
