<br />Page 12 <br /> <br />Understanding of the Work to be Performed <br /> <br />In order to accomplish the efficient completion of any assignment under this contract, the Lochner Team commits to proactively address and resolve all <br />challenges during the Preliminary Engineering, Design and Construction phases of the project. Addressing these challenges efficiently will ensure that <br />the project is delivered on time and within budget. <br /> <br />The LOCHNER Team Project Management Plan <br /> <br />Our project management philosophy is to create a partnership with our Team to assist us with the drainage design and permitting, landscape <br />architecture, environmental documentation and geotechnical engineering of the proposed project that will ultimately be beneficial to and welcomed by <br />the public. Our goal is to produce technically sound contract documents while being cost conscious, and completed on schedule and under budget. We <br />will implement this philosophy through teamwork and the right allocation of resources within the Lochner Team. In addition, we will pay attention to detail <br />and manage the project assignment by managing the individual component parts, Every Lochner Team member will meet the City of Sunny Isles Beach <br />needs and expectations for projects under this contract. The Lochner Team will build a team approach with the City by maintaining open and honest <br />professional communication. We will not hesitate to make tough recommendations and believe that the success of any project hinges on cooperation, <br /> <br />The Lochner Team Project Manager must be able to quickly understand the project assignment, visualize the final product and have the ability to rapidly <br />identify the specific staffing and equipment requirements to complete any assignment within the City's time schedule. Edwin F. Mojena, PE will be the <br />Lochner Team Project Manager. Mr, Mojena has over 17 years of experience in the design of transportation infrastructure improvements for municipal, <br />county and state roadway improvements in South Florida. He will be the primary contact with the City's Project Manager and will have the responsibility <br />of coordinating the engineering and subservice effort of the Lochner Team to ensure that the expectations of the City are met during all phases of <br />projects assigned under this contract. <br /> <br />The Lochner Team understands that a "good start" is essential to ensuring the success of a project. Therefore, upon receiving an executed work order, <br />the Lochner Team Project Manager will organize an in-house kickoff meeting, The purpose of this meeting will be to ensure that all of the Lochner Team <br />members assigned to the work order understand their project assignments and that the following critical components are completely understood: <br /> <br /> <br />The Lochner Team Project Manager will ensure the success of any assigned project <br />by implementing a project management plan that focuses on the following: <br />· Open Communication: The Lochner Project Manager will maintain open lines <br />of communication with each of the sub consultants to coordinate work <br />assignment tasks, In addition, clear communication with the Prime Project <br />Manager will be maintained with respect to progress and deliverables. <br />· Strong Quality Control: The Lochner Team commits to delivering plans and <br />specifications that meet the highest standards of our profession, Our Project Manager will take the following steps to ensure that our <br />deliverables are permittable, buildable, clear, and sustainable: <br />./ Assign a quality control manager charged with the responsibility of ensuring that the final plans and specifications result in the least <br />possible amount of change orders, <br />./ Meet with the project team at established periodic intervals and establish accountability. <br />./ Review the project design criteria (Engineering Report) with all the project team members including the City, <br />· Conduct in-house quality control reviews prior to the completion of milestones stipulated by the City. Focus on permitability, constructability, <br />compliance with jurisdictional regulatory design standards and ensure consistency between the plans and the specifications, and sustainable <br />deliveries. <br />· Ensure that the quality control comments are addressed and resolutions incorporated in the plans and specifications. <br />· Coordinate with the Prime Project Manager to ensure that their review comments are incorporated in the plans and specifications, <br /> <br /> <br />Based on our experience with similar projects scope for municipalities through South Florida, the Lochner Team envisions the following <br />phased approach to civil infrastructure for this project: <br /> <br />LOCHNER <br /> <br />ADVANCE YOlFl VI::;ION <br />
