<br />6.0 Proposed Personnel
<br />
<br />McMahon has assembled a team of key staff who will complete the various tasks that are
<br />required to accomplish the requested services of a "Professional Traffic Engineer." The staff
<br />assigned is also familiar with the City. This team will provide the City with a seamless
<br />transition to this new contract and with a "hit-the-ground" running attitude and approach to
<br />maintaining a fluid workload for the City. The staff assigned to this contract will be available
<br />for the proposed two-year term initial duration.

<br />Natalia McGuckian, P.E. has significant transportation planning and traffic engineering
<br />experience for both public and private sector clients, since 2001. She currently provides
<br />transportation engineering services such as travel demand forecasting, traffic signal warrant
<br />studies, interchange and intersection operational analysis, Development of Regional Impacts
<br />studies, corridor studies, simulation modeling, signal timings and traffic impact studies, traffic
<br />study reviews and traffic operational analyses for various projects.

<br />Julio Alegre, P.E., PTOE has experience in transportation planning and traffic engineering for
<br />private and public sector clients since 1997. His involvement has covered a wide range of public
<br />and private sector planning/engineering projects, which have included traffic access and
<br />circulation studies for major retail/commercial, industrial, office and institutional land uses; traffic
<br />impact studies for various land use development applications; parking studies, roundabout
<br />evaluation, traffic safety studies, traffic signal warrant studies and preliminary design, sign age
<br />design; as well as, corridor development studies. He has been responsible for the management,
<br />client liaison and quality control elements on numerous District and Statewide projects for the
<br />FOOT, Maryland State Highway Administration (MDSHA), Delaware Department of
<br />Transportation, Virginia Department of Transportation, and the District of Columbia. His
<br />FOOT experience also includes the review of roadway design plans and preparing safety studies.

<br />Tony Chu's, E.I. transportation engineering and signal design experience began in 1998. Prior
<br />to joining McMahon, Mr. Chu was part of the Systems Timing group from the North Carolina
<br />Department of Transportation. His experience includes providing traffic engineer services to
<br />private and public sector including traffic operational analysis, traffic impact studies,
<br />Development of Regional Impact (DRI) studies, qualitative assessment studies, data collection,
<br />crash analysis intersection capacity analysis, pedestrian crossing studies, traffic signal design,
<br />traffic signal warrant analysis, crash analysis and traffic study review. Mr. Chu's software
<br />experience includes TSIS/CORSIM, HCS2000, Signal 2000, SYNCHRO 7, TSPPD, TRANSYT-7F,
<br />FREQ Oasis, Streetwise, AutoCAD, MicroStation, GIS ArcView, ArcInfo and ArcGIS.
<br />
<br />Hui Zhao, E.I. has transportation engineering experience since 2007. He provides
<br />transportation engineering services such as performing highway capacity analyses and
<br />transportation modeling; performing project traffic forecasting; drafting traffic impact study
<br />reports; providing GIS-related services to the clients; and assisting project managers in
<br />preparation for public meetings. Prior to joining McMahon, Hui Zhao worked as a graduate
