<br />Mr. Bernard's experience and education has been obtained through on the job training within related fields. Beginning with
<br />the plumbing trade in the early 1970s, he was able to progress to public and private utility plant and field operations for ten
<br />years. He advanced to the public sector for fourteen years. During his tenure in the public sector, Mr. Bernard gained
<br />knowledge of drainage concepts and installation, water and wastewater design and installation, roadway construction, and
<br />trail system management and wetland requirements. He served for six years as Department Director for Public Works and
<br />Capital Projects. Mr. Bernard gained experience in drainage system layout and maintenance, right-of-way maintenance,
<br />Capital Improvement project and preparations, plus coordinating of projects through governmental agencies.
