Responsible for management of permit applications, design <br />development, bid and contract negotiations, and construction management. <br /> <br />· Managed architectural and engineering consultants in the design and environmental permitting of lO <br />coastal and waterfront projects including 1.2 mile North Beach Recreational Corridor, and Biscayne <br />Bay Seawall & Street End Improvements. <br /> <br />· Represented City as a permittee on numerous projects that required environmental resource and <br />coastal construction permits from Florida DEP, South Florida Water Management District, Miami- <br />Dade DERM and U.S. Army Corps of Engineers. <br /> <br />· Served as liaison for the City with Miami-Dade County and the US ACE on all beach renourishment <br />and management activities, including securing federal funding, renourishment, and innovative <br />technology projects. <br />· Wrote a best construction practices manual to help contractors minimize impacts to the City's <br />environment. <br /> <br />· Developed a total quality management "dashboard" to improve process efficiency and project <br />management for four divisions of the Public Works Department. <br /> <br />· Improved compliance with the Federal NPDES permit, including preparation of the required annual <br />report, development of a new Stormwater maintenance program for Public Works Operations <br />Division, and created a stenciling program for all catch basins within the city. <br />Initiated a Green Business Network program to assist local hotels, restaurants and other business to <br />reduce energy and water consumption. Members are promoted using a web based GIS map. <br /> <br />· Composed and successfully managed the legislative process for the adoption of a Sea Turtle <br />Protection Ordinance which minimized artificial coastal lighting. <br /> <br />· Created and produced two Earth Day Expos where over 60 businesses and 2,000 attendees <br />participated. <br /> <br />· Member of the Engineering Review Team for all city capital improvement projects to ensure <br />compliance with federal, state, and county environmental regulations. Worked with regulatory <br />agencies to expedite permits. <br /> <br />· Developed a GIS map used by the emergency response team for hurricane rapid impact assessments. <br /> <br />07/2000 -09/2003 <br />Assistant Director, Energy Policy Center, Columbia University, New York, NY <br />· Consulted on the permitting for a renewable tidal energy project for Roosevelt Island, NY. <br /> <br />· Managed the Center's external relations with media, government officials, industry organizations, and <br />academic and non-profit organizations. Organizations include: ExxonMobil, Onassis Foundation, <br />Mitsubishi Corporation, US DOE, & EPA. <br /> <br />· Led the Center's outreach and promotional activities, including the following: secured guest lecturers, <br />career development programs, production of brochures, semi-annual newsletters, the Center's <br />website, and other occasional publications. <br /> <br />· Developed material for the Center's academic program, executive training programs, and research <br />initiatives. <br />
