MEMORANDUM <br />TO: City Attorney <br />' City of Palatka, Florida <br />FROM: James S. Vaught, <br />' Supervising Editor <br />Municipal Code Corporation <br />RE: Analysis and Republication <br />DATE: July 7, 1997 <br />INTRODUCTION <br />This memorandum is an analysis of the 1981 Municipal Code, City of Palatka, Florida, as <br />supplemented through Ord. No.97 -12, adopted March 27, 1997, and later Ordinances through No. <br />97 -20, adopted June 2, 1997. The Code has been compared to state law (Florida Statutes Annotated, <br />as amended through the 1996 legislative session) and checked for internal inconsistencies, as well <br />as reviewed for conflicts with the U.S. Constitution <br />MEMORANDUM ORGANIZATION <br />This memorandum follows the numbering system of the city's 1981 Code. Material that the <br />supervising editor believes should be deleted will be mentioned in a specific reference in this memo. <br />All City Code references in this memorandum are to the Code as supplemented through Supplement <br />No. 57, and subsequent ordinances through No.97 -20, adopted June 2, 1997. <br />DELETIONS GENERALLY <br />' As a general matter, we recommend deletion throughout the remainder of the Code, of <br />provisions covered by the General Provisions Chapter. Generally, we recommend revising any <br />section that provides for penalties to provide that violations shall be subject to punishment as <br />' provided in the general penalty section of chapter 1. A major exception would be retention of <br />penalties that are substantially smaller (for example, parking penalties) than the general penalty. Any <br />such suggested deviation from the general rule is noted in this memorandum. <br />' We recommend deletion of any material the necessity for which has or will have (by the time <br />of publication of the Code) expired. For example, language providing for the terms of initial <br />Imembers of boards, commissions, etc., is suggested to be deleted <br />
