The City's commitment
to equal opportunity applies to all facets of the employment relationship, including
compensation, benefits and all other terms, conditions and privileges of employment.
While the City's employment policies express intent to provide benefits to domestic
partnerships, the policies do not provide specific guidelines to ensure that benefits are
provided to individuals in domestic partnerships.

The purpose of the attached Ordinance is to provide specific guidelines for domestic
partner benefits. These guidelines are consistent with guidelines adopted by other local
governments. Specifically, any City employee who has a domestic partner shall be
entitled to the following benefits:

(I) Elect insurance coverage for his or her domestic partner or the children of such
domestic partner; and
(2) Use all forms of leave provided by the City including, but not invited to, sick
leave, annual leave, bereavement leave, family and medical leave to care for family
members.

It is staffs belief that providing this benefit promotes employee recruitment, employee
retention and employee loyalty. It would also address the provision that such benefits
promotes fairness and serves to address the discriminatory effect of practices which deny
such benefits solely upon the basis of an employee's familial or marital status.

A TT ACHMENTS:
.
