r— <br />L <br />11 <br />Calvin, Giordano & Associates, <br />Inc. has recently completed a <br />master plan for the Bonaventure <br />community within the City of <br />Weston. This area was built over <br />twenty -five years ago under the <br />jurisdiction of Broward County. <br />The changing demographics of <br />the area has created the need for <br />new parks, bike paths, and <br />sidewalks. Additionally, the <br />infrastructure needed upgrading <br />and improving. This area of the <br />City was developed under County <br />zoning criteria that, in many <br />cases, had not been changed or <br />modified since the zoning code <br />was originally adopted in the <br />1950's. Before developing a <br />master plan, it was necessary to <br />review the existing codes and <br />integrate the newer ordinances, <br />which we developed for the newer <br />sections of the City of Weston. <br />The goal was to ensure that the <br />existing conditions under the old <br />codes could be enhanced with the <br />newer codes. An important factor <br />we considered when creating the <br />new zoning codes was to ensure <br />that the area built under outdated <br />codes would blend in with the <br />more updated zoning <br />requirements. <br />The first step in the process to <br />develop a master plan is to create <br />an inventory of the existing <br />facilities. Water and sewer <br />lines, roads, sidewalks, light <br />poles and public facilities such <br />as parks were identified, field <br />verified, and categorized as to <br />their conditions. <br />Recommendations for <br />improvements were then <br />presented to the various <br />homeowner groups and <br />associations to receive their <br />input on which improvements <br />were the most important to the <br />various neighborhoods. Initially, <br />we recommended that visible <br />improvements, at minimal costs, <br />such as landscaping, entry <br />features, and signage be <br />implemented in order to <br />establish a theme and a feel to <br />the neighborhood. <br />The next step in the process <br />was to work with the various <br />community groups to prioritize a <br />wish list of desired <br />improvements and explore <br />funding mechanisms to achieve <br />these goals. It was determined <br />that both time and money were <br />important factors in determining <br />which funding mechanisms <br />would work best for the various <br />improvements. The final <br />determination will be up to the <br />City Commission. The <br />Commission will have to <br />determine the order in which the <br />improvements contained within <br />the master plan will be <br />completed and the methodology <br />of funding the improvements.
