25. <br />26 <br />No substitution will be considered unless written request has been submitted to the City <br />Manager for approval prior to the date for receipt of Bids. Each request shall include a <br />complete description of the proposed substitute, the name of the material or equipment <br />for which it is to be substituted, drawings, catalog specifications, samples, performance <br />and test data, and any other data or information necessary for a complete evaluation. A <br />written approval must be issued by the City of Sunny Isles Beach or their representative <br />in order for a substitution to be accepted. <br />Late Substitution and Modification <br />(a) Sealed Bids will be received on or before September 27, 2002, until 10:00 am <br />EDT at 17070 Collins Avenue, Suite 250, Sunny Isles Beach, Fl. 33160 and <br />opened immediately thereafter in the City Commission Chambers. Bidders, or <br />their authorized agents are invited to be present. Bids received after the <br />designated date and/or time, will not be accepted and will be returned un- opened <br />to prospective bidders. <br />(b) The time and date stamp or annotation placed on the bid envelope by the City <br />Clerk Office shall be conclusive a to the time of receipt. <br />(c) Notwithstanding paragraph (a) of this provision, a late modification of an <br />otherwise successful bid that makes its terms more favorable to the City will be <br />considered at any time it is received and may be accepted. <br />(d) If any emergency or anticipated event interrupts normal City processes so as to <br />cause postponements of the scheduled bid opening, the time specified for receipts <br />of bids will deemed to be extended to the same time of day specified in the <br />solicitation on the first work day on which normal City processed resume or to <br />such other date and time as may be provided by the Procurement Services Office <br />in a written notice to bidders. <br />Contract Documents contract documents consist of the following parts: <br />(a) Bid Documents: <br />1. Contractor's Bid Proposal (as accepted by the Owner, including <br />documentation accompanying the Bid and any post Bid documentation <br />submitted prior to Notice of Award) <br />2.
