<br />INVITATION TO BID
<br />6.1 AWARD OF BIDS: The City of Sunny Isles Beach reserves the right to accept or reject any
<br />and/or all bids or parts of bids, to waive any informality, irregularities or technicalities, to re-
<br />advertise for bids, or take any other actions that may be deemed to be in the best interests of the
<br />City. The City also reserves the right to award the contract on a split order basis, group by group,
<br />or item by item, or such combination as will best serve the interests of the City, unless otherwise
<br />stated. The City also reserves the right to waive minor variations to the specifications (interpretation
<br />of such to be made by the applicable department personnel). Final determination and award of
<br />bid(s) shall be made by the City Manager.
<br />All contracts shall be awarded by the City Manager, as stated above, to the lowest responsible and
<br />responsive bidder, as defined in City Ordinance 2000 -101. In addition to price, there shall be
<br />considered the following:
<br />6.1.2: EVALUATION OF BIDS: The City, at it's discretion, reserves the right to inspect any /all
<br />bidders facilities to determine their capability of meeting the requirements for the contract. Also,
<br />price, responsibility and responsiveness of the bidder, the financial position, experience, staffing,
<br />equipment, materials, references, and past history of service to the City and/or with other units of
<br />State, and/or Local governments in Florida, or comparable private entities, will be taken into
<br />consideration in the award of a contract.
<br />6.1.3: IDENTICAL (TIE BIDS): Shall be awarded by the City in compliance with Florida State
<br />(1)
<br />the capacity, ability and skill of the provider to perform the contract;
<br />'
<br />(2)
<br />whether the provider can perform the contract within the time specified without
<br />delay or interference;
<br />(3)
<br />the character, integrity, reputation, judgement, experience and efficiency of the
<br />provider;
<br />(4)
<br />professional licensure required when service of a skilled nature as required by law
<br />to perform such service and/or skill;
<br />(5)
<br />the quality of performance of previous contracts;
<br />(6)
<br />the extension of the contract beyond the required two (2) year term;
<br />(7)
<br />the previous and existing compliance by the provider with laws and ordinances
<br />relating to the contract;
<br />(8)
<br />the ability of the provider regarding future maintenance and service for the use of the
<br />(9)
<br />subject of the contract;
<br />the City Manager may, by Administrative Order, establish a set of criteria of a
<br />numerical nature that may be utilized in awarding contracts hereunder.
