During her time with the Tribe, Sarah <br />was responsible for environmental permitting, as well as, wildlife and habitat management on nearly <br />100,000-acres of land throughout Florida. Due to the trust status of all tribal reservations, nearly every <br />project required federal approval. This resulted in regular consultation and permitting with U.S. Army <br />Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), Environmental Protection <br />Agency (EPA), and Bureau of Indian Affairs (BIA). Sarah’s work also included coordination with <br />adjacent land owners and stakeholders including the National Park Service (NPS), Fish and Wildlife <br />Conservation Commission, and other tribal entities. Sarah represented tribal interests during <br />government to government coordination, including participating in USFWS intra-agency meetings on <br />developments in several listed species research and policy, participating in the development of the <br />Florida Panther Recovery Plan, and Big Cypress National Preserve operational and management plans. Sarah has continued to use her knowledge of natural resource management, as well as inter-agency <br />coordination and consultation during her work at Johnson Engineering. In addition to managing the <br />company’s east coast offices, Sarah’s project focuses have been on wildlife and land management, <br />including invasive species and prescribed burning, grant writing, land management oversight, monitoring <br />and reporting. Other work has involved environmental permitting, permit compliance and due <br />diligence, and species specific surveys for the Florida bonneted bat, caracara, burrowing owls, gopher <br />tortoises, Florida panther, and several other state and federally listed species. Relevant Projects and Experience <br />¬ Land Planning and Management for Miami-Dade County PROS (2015-present) - Project <br />Manager on 5-year contract with MDC Parks, Recreation and Open Spaces Department. <br />Responsible for conducting background research and due diligence for MDC parks and <br />natural areas to identify environmental and funding agency requirements, writing <br />management plans, park master planning including coordinating recreational, historic and <br />natural resources to optimize use of park while meeting applicable regulations <br />¬ Coral Reef Commons (2014-present) – Conducted surveys on 138-acre site, lead author <br />of a pine rockland habitat-based Habitat Conservation Plan and Environmental Assessment <br />for Section 10 consultation with USFWS for the Florida bonneted bat, Bartram’s scrub- <br />hairstreak and Florida leafwing butterflies, indigo snake and several listed plant species. This <br />work also included writing the “Coral Reef Common’s Fire Reintroduction and Prescribed <br />Burn Plan” <br />¬ Burrowing Owl Blanket Permit Memorial Garden Cemeteries (2013-present) - Project <br />Manager on contract, responsible for obtaining a 3-year blanket permit for two cemeteries <br />in North Lauderdale to allow excavation of burrows, as needed. Conducted initial and <br />supplemental surveys, established starter burrows, excavated problematic burrows, <br />conducted educational classes for staff, created educational literature (English and Spanish), <br />permit oversight, compliance and due diligence <br />¬ Babcock Ranch Community Mitigation Plan (2010-2015) - Project manager responsible <br />for permit compliance and implementing land management plan and reporting to USACE, <br />USFWS, and SFWMD. Work included conducting monitoring activities within a 12,700- <br />acre mitigation site, including vegetative transects, photographic monitoring stations, wildlife <br />track counts, avian point counts, marsh bird surveys, remote wildlife camera monitoring, <br />frog sampling and frog call monitoring, and aquatic faunal sampling.
