Specific details of the process, phase submittals, technical requirements and schedules will be submitted after the Notice <br />to Proceed is issued. <br />Utility Coordination and Relocation <br />We will identify all the Utilities throughout this project. RJ Behar will provide the City of Sunny Isles Beach with plans at the 50% <br />completion, for the Utility Coordination Meeting. It will be RJ Behar responsibility to obtain the "Clear Letters" from all the utility <br />companies. <br />Permits Required <br />I . City of Sunny Isles Beach <br />2. D.E.R.M. class 1 Coastal Construction <br />3. S.F.w.M.D.- Environmental Resource Permit <br />4. Army Corp of Engineers <br />5. F.D.E.P.- Environmental Resource Permit <br /> <br />QUALITY CONTROL PROCESS <br />RJ Behar has developed a Quality Assurance Manual (QAM), which addresses quality control. RJ Behar's QAM covers engineering <br />calculations, engineering reports, construction cost estimates, plans submittals, computation books and other documents required for <br />the project. RJ Behar is solely accountable for the delivered product, including the quality of our subconsultants' product. Our project <br />manager is responsible for the use of RJ Behar's QAM.. Our process is as follows: <br />QC Personnel <br />An autonomous group of senior level technical reviewers will be assigned. <br />QC Reviews <br />All reviews will be separated into three major areas: 1) Engineering design criteria, 2) Plans/Reports preparation, cross reference <br />review and 3) Constructability review. <br />QC Process The process starts with the 1) Originator, 2) Sent to a checker 3) Sent back to the originator who reviews these, 4) <br />Originator and checker meet to discuss the comments, 5) Comments are implemented and 6) Plans/reports are back checked. All <br />these steps will require an initial and date on a Quality Control Stamp by the individual(s) involved. <br />Constructability/Bidability Reviews <br />Our Quality Control Engineers, Javier Rodriguez, P.E., and Jose D. Mitrani, P.E. will be in charge of these activities. They will be <br />looking for: 1) Accuracy of the Design, 2) Lack of consistency between plans, specs, and utility and permit agreements, 3) ensure that <br />all pay items are accounted for and 4) Identify any discrepancies that could lead to claims. They will also be responsible for <br />coordinating with our Project Manager on upcoming submittals and maintaining the checklists. The constructability of the project is a <br />very important item of their duties. <br />QA Assurance <br />Robert Behar, P.E., RJ Behar's principal-in-charge and president, will certify that the Quality Control Reviews were completed prior to <br />all formal submittals. <br /> <br />PROJECT MANAGEMENT APPROACH <br />RJ Behar has a proven record for successfully managing projects for our clients by understanding the client's needs and proving clear <br />lines of communication for precise project control. This has been accomplished by utilizing a combination of in-house management <br />and technical expertise combined with quality and responsive sub-consultants whom together will provide an excellent team. <br />Close Coordination The top priority on all projects is to ensure that our team maintains close and continuous coordination. <br />Interactive Team Manaqement Approach Our project approach will keep the City thoroughly informed of the project. The team <br />approach is a cornerstone of RJ Behar's method of doing business. <br />In-House "Brainstorminq Session" Once we obtain sufficient field data and have completed our field review, our project team will <br />conduct a "brainstorming session", where the key personnel gather to discuss the project and suggest an optimum solution for the <br />project. <br />Use of Interactive Approach with the District to Accelerate Work The goal of the interactive approach proposed by our team is to <br />get the decision makers involved in the project from the very start. Major design decisions will be coordinated with City staff through <br />the City's project manager.
