(GF) is pleased to submit this proposal to provide professional services for new city
infrastructure that can improve the overall quality of life for a dynamic community. GF is a full service multi-
disciplinary planning and engineering firm with more than 90 years of experience. We have been actively involved
in the South Florida community for over 25 years performing transportation planning, engineering, traffic
engineering, highway design, bridges, drainage, water studies, and environmental analysis. This project will be led
by our Miami office and all correspondence should be directed to the proposed project manager:

Mr. Carlos Cejas, P.E., Vice-President
Gannett Fleming, Inc.
7300 Corporate Center Drive, Suite 70 I
Miami, Fl33126

Mr. Cejas has over 20 years of experience in transportation in South Florida and, therefore, is very t~\miliar with
local issues. He has a civil engineering degree from the University of Miami and a Masters in Business
Administration from Florida International University. He has managed a multiple number of assignments ranging
from planning and development studies, similar to this bridge project, to traffic engineering projects, highway design
projects and bridge design projects. Recently, he completed studies and design for two historic bridges over
navigable waterways in the City of Miami which also had complex permitting issues. Mr. Cejas will be a
comprehensive project manager since he is extremely well versed in all areas that encompasses this project including
bridge design, roadway and drainage design, and environmental needs/requirements. Mr. Cejas also has excellent
communication skills which have served him well during controversial projects completed for the Florida
Department of Transportation, City of Miami, Miami-Dade County and others. As head of the Miami office he can
assure that the project resources to complete this assignment to the satisfaction of the City will be <wailable.

GF will enter into standard agreements with our proposed subconsultants: Geosol, Inc., Manny Vera and Associates
and H2L2 Architects. Geosol provides geotechnical engineering and testing services, including subsurtace
exploration studies, laboratory testing, engineering, consulting, and design of foundation systems. MGV utilizes the
latest surveying technologies such as Laser scanning or 1-1 igh Definition Surveying System which offers data
collection in the near virtual reality spectrum. H2L2 is a Philadelphia firm established in 1907 which has completed
numerous small and large architecture projects with GF throughout the country. The proposal follows the format as
required and includes business overview information, a list of projects and references, an organizational chart, a
project approach and project costs/schedules. Required forms are also included. We look forward to working with
the City on this very important assignment and believe we have provided the best team and options available.

Sincerely,

JL V'1f1:

John Dougherty, P.E., Senior Vice President
Gannett Fleming, Inc.
