<br />I PART ONE: INTRODUCTioN <br /> <br />1.1 PURPOSE AND SCOPE <br />The State of Florida, Deparlment of Management Services (the Department), invites interested <br />Respondents to submit Responses in accordance with the solicitation documents. The purpose of <br />this solicitation is to establish a five year State Term Contract for Fuel Card Services with the <br />potential for a five year renewal option. <br /> <br />The intent is to obtain the most cost effective Fuel Card Services for the State while maximizing <br />the quality and level of service. The Department is seeking qualified Respondents to provide for <br />the purchase of Fuel and other services to maintain daily operation of Customer fleets throughout <br />the contract period. Qualified companies must have the capability to perform and complete the <br />services in all respects in accordance with the solicitation documents. <br /> <br />1.1.1 The Department anticipates awarding a contract to the responsive and responsible <br />Respondent whose proposal is assessed as providing the best value. <br />1.1.2 The Department anticipates that the resulting contract will be (i) the exclusive Fuel Card <br />for State agencies, and (ii) a non-exclusive Fuel Card for other Eligible Users. <br />1.1.3 The term "Eligible Users" means (i) all 34 State agencies, (ii) all other governmental <br />agencies, as defined in Section 163.3164, Florida Statutes, which have a physical <br />presence in the State of Florida, and (ill) any independent, nonprofit college or university <br />located in Florida and accredited by the Southern Association of Colleges and Schools. <br />1.1.4 The contract shall be in effect for five (5) years from the date of execution. <br /> <br />1.2 HISTORY <br />The current State Term Contract with Comdata has an estimated lI1l1lual spend of$50 million. The <br />cuxrent program has approximately 28,000 cards. During the calendar year of 2009, there were <br />approximately 176 eligible user accounts executing over 1,500,000 transactions at over 11,000 <br />locations throughout the State.
