Our mission is to provide our clients with the personal service and
attention they would receive from a smaller firm, while delivering the experience and
resources of a national firm.

As a full service transportation engineering firm, we have the capabilities in-house to
perform all the requisite engineering tasks to take a project from paper to pavement. At
the planning phase we perform Transportation Statistics Studies, Travel Demand
Forecasting, Land Use evaluations and comprehensive plan amendment reviews. In
addition, we can take this information and advance the project into the Project
Development and Environment phase where we perform more detailed studies to
ensure we have a permitable and constructable project before it advances into the final
design stage. By understanding the genesis of the project, we can deliver roadway and
civil final design plans that are comprehensive in nature, and are sensitive to the work
performed during previous project phases to arrive to that point. We have civil design
expertise throughout the state of Florida and in particular in South Florida where we
have had a number of municipal repeat clients such as City of Miami and City of
Homestead. Once the design is completed, we have the expertise and experience in
performing post-design services such as responding and documenting RFI's, Criteria
Package preparation and construction oversight as well.

Besides our extensive roadway and bridge design qualifications, ENR (Engineering
News-Record) ranked Metric 4ih among the Top 100 Construction Management Firms
in the entire country. Our growth from No. 53 was made possible by the outstanding
quality and commitment of our CEI staff of over 200 engineers, inspectors and
administrators. Additionally, the Florida Transportation Monthly ranked Metric 2nd in
Construction Engineering Inspection contracts awarded in Fiscal Year 2005/06.

Metric Engineering has been providing emergency debris removal services since
Hurricane Andrew in 1992. During the 2004 and 2005 record storm season, Metric
managed over $100 million dollars in emergency debris removal contracts for the
Florida Department of Transportation that included extensive coordination with FHW A,
FEMA and various local governments. Because of this experience, we understand first-
hand the critical issues to clearing and removing debris in a quick and efficient manner,
ensuring public safety, and restoring normalcy to the citizens of the City of Sunny Isles
Beach, while adhering to federal guidelines to ensure maximum reimbursement from
participating federal agencies. Over 100 of our employees have significant and recent
hurricane debris removal experience and our well qualified and responsive
subconsultants add to the available staff.

Current Workload/Client References

Project Name: SR-836/1-395 PD&E Study - SA#3
Client: FDOT - District VI Contact: Vilma Croft, PE (305)470-5240
Metric Fee: $1,622,427
Pending Amount: $796,202
Professional & Technical Staff: Robert Linares, PE, Sijong Jo, Ph.D., Alfredo Sainz,
PE, Julieta Rivero, EI, Carlos Rodriguez, EI, Ramon Navarro, Alejandro Vila

Page 3
