Summary Minutes: Regular City Commission Meeting

July 20, 2006

City of Sunny Isles Beach, Florida

Ms. MacKendree also brought up parking. She said the City put "No Parking" signs on the
swales around her neighborhood where they can only park in the day time with permits, you
can't park at night, which doesn't make any sense for those that live here. She said
everybody that lives in the other buildings are now parking in front of her building, the
Marina Bay and the one right next to her, when they have an overflow like for a party. She
said all those streets are empty, and that no one has bought those permits.

Mayor Edelcup said that it is something that he has already discussed with staff that we
should look at providing night parking as well on the streets where we are permitting day
time permit parking. He said he thinks that staff has already begun work on it.

Code Enforcement and Licensing Director Robert Solera said originally when the Ordinance
was created, the idea was to not have anybody coming to the City from the outside and be
able to park overnight. He said they have gotten a lot of concerns from residents that want to
park in the residential area only at night because they have a number of cars that cannot be
accommodated by their condominiums due to restrictions on how many cars they can have.
He said he is working on that Ordinance right now to accommodate those residents and be
able to bring them an area where they can park overnight from 6:00 p.m. to 6:00 a.m. as a
resident. He said at this time we have permits for resident-only parking during the day and
there is also a permit for parking meters during the day which is $75 a year. Mayor Edelcup
said we are coming up with a plan that would provide residents the ability to buy 12-hour
daytime and a 12-hour evening time, so in effect you can buy 24-hour parking.

14.
