Within two weeks of start date, offer employment to all qualified recruits <br />5. Recruit personnel from Stockton's current ranks <br />6. Purchase equipment and supplies <br />7. Organize start up plan - finalize hiring of personnel, delivery of materials, supplies and <br />equipment, key transfer, etc... <br />8.
