<br />Here in the City of Pass Christian we remember Katrina two years later in part by
<br />thanking tho!'.c who worked so hard during recovery operation on our behalf, As you recall,
<br />as the Chief Administrative Assistant to the Mayor and City Attorney I was the principal
<br />person in charge of the debris operation while the former Mayor was ill, unavailable and after
<br />he resigned, Mayor McDcnnott was only elected Mayor at the very end of this debris
<br />operation and he has asked and authorized me to send this letter on behalf of the City.
<br />
<br />The City of Pass Christian is a satisfied customer of the AshBritV Anny Corps partnership,
<br />which helped elean up the wreckage left by Katrina, You truly made a positive difference,
<br />not only by completing the work in a professional and timely manner, but as importantly by
<br />putting devastated local citizens to work as crew members and employees. It is our
<br />understanding from these citizens that men and women from all walks of Hfe, who had lost
<br />nearly everything, picked up meaningful work and paychecks by working for AshBritt At
<br />the time, there was nowhere else for them to turn for work and for this we are eternally
<br />grateful.
<br />
<br />When the City decided not to hire private contractors and go forward with the Army Corps
<br />using AshBritt, we hoped (and latcr found out) that when the work was completed we would
<br />not have to endure the same level of scrutiny by other federal and state recovery agencies as
<br />other cities and counties have ex.perienced, At this time we barely have the manpower and
<br />resources to work on the rebuilding of the public buildings and infrastructure that were all
<br />destroyed, We would not have wanted to use these scarce resources to compile, analyze and
<br />present documents for audits or other reviews. although wc believe the process we followed
<br />under the supervision ofthe Anny Corps would more than pass muster of any review,
<br />
<br />I again want 10 express my thanks and appreciation to you for your outstanding
<br />accomplishment on our behalf under the most stressful and difficult conditions imaginable.
<br />God forbid another disaster in our City requiring your services but based
<br />upon your past performance, I would be glad to recommend your company again to work in
<br />our community,

<br />In 2003, Charlotte County Florida entered into a contract with Aahbritt
<br />Environmental to provide debris management services in the event of 8
<br />natural or monfnade disaster. That eventuality happened on August 13,
<br />2004 when Hurricane Charley swept through the County.
<br />
<br />Ashbritt Environmental penonnel were on seene within hours of the
<br />passing of the hurricane, helping 8 stunned and doud County staff
<br />regroup and jump .tart the recovery process. Ashbritt was called upon
<br />to perform emet"gency protective measures that allowed for our primary
<br />EOC and Government Center to be plaeed baek In service within 36
<br />hours ofter sustaining substantiol1ltructural damage.
<br />
<br />With Ashbritt's as.islance and guidance we wet"e oble to quickly estflb-
<br />lish three TOSRS and start initial debris colle-c.tion within 41 hours.
<br />Within a week, Ashbritt had over 220 trucks with associated equipment
<br />loading and hauling debt'i. from throughout the County.
<br />
<br />They have worked continuously to ensure that. not only was the debris
<br />collected. proceased and prope-rly disposed of. it was done as economi-
<br />cally 8S possible and In such D way 8. to maximize Federal and State
<br />reimbursement. Ashbritt provided us with options and information that
<br />allowed Charlotte County to make unttorme-d decisions on how to deal
<br />with both storm debris and massive ftmounts of mobile home wreckage.
<br />
<br />No one person Or company is responsible for the successful recovery
<br />from 8 natvral disaster. We have to wortl: 8S a team and without concern
<br />for individual reward or recognition. Ashbritt demonstrated that they are
<br />the consummate tenm player and the residents of Charlotte County will
<br />be eternally grateful for all of their assistance.
