<br />Framework, Staffing & Capacity
<br />
<br />AshBritt is a perennial, full-service disaster response and recovery firm. We are modeled and maintained as a rapid-
<br />response, "turnkey" organization with the ability to service multiple clients in the aftermath of disaster events. We rely
<br />on long-standing experience, proven methods, comprehensive planning and standard operating procedures to conduct all
<br />response and recovery missions. This framework encompasses pre-event planning, training and exercises, subcontractor
<br />management, logistics and resource management, health and safety protocols, quality control, environmental
<br />stewardship, communication protocols, systems integration and organization planning, amongst other important
<br />elements. As all disasters are unique, it is essential to respond and adapt to wide and varied circumstances.
<br />Underpinning our capabilities is an established and systematic planning process and organizational structure specific to
<br />wide and varied disaster related circumstances.
<br />
<br />We have proven with our planning and organizational framework and flexible base of operation that we can provide
<br />swift, thorough and comprehensive services, supplying and allotting all the necessary resources and specialized assets
<br />vital to recovery missions. We have demonstrated-and over time improved by trial and error-our capabilities to
<br />mobilize either to a single catastrophic event or to multiple simultaneous events with hundreds to thousands of crews
<br />and with myriad resources and specialized services. We have, over our history, amassed an impressive nationwide
<br />network of reputable firms and subcontractors who are readily available to respond to our missions. Overall, our
<br />corporate philosophy, personnel, equipment, resource chain, systems and technologies are all focused on this objective.

<br />The foundations of our model are:
<br />
<br />· Personnel. AshBritt maintains a full-time staff of over 40 persons, of which about half are senior level management
<br />personnel that possess a wide array of practical experience and training specific to disaster response and recovery.
<br />During hurricane season or during heightened incidence of natural disasters or following actual disaster events, our
<br />staffing may typically increase to 300 or more. We augment our personnel from a pool of long-standing reserve staff
<br />who are committed to a 24 hour muster. For instance, following the 2004 storm season, we employed approximately
<br />325 personnel (a ratio of about 1:9 full-time to temporary staff), and following the 2005 storm season we employed
<br />about 600 personnel (a ratio of about I: 15 full-time to temporary staff).

<br />To the greatest extent possible we avail ourselves of local personnel in disaster-affected areas, both to help expedite the
<br />recovery and to offer economic assistance to those most affected by an event. We strive to employ individuals who have
<br />readily transferrable skills and some background in situation/emergency response management, such as individuals with
<br />experience in the military, in fire, police or EMT disciplines, in public works or in other applicable public service
<br />disciplines. Nevertheless, we have extensive policies and training procedures and "cram" courses that ensure our
<br />personnel are thoroughly indoctrinated and able to perform at high levels safety and quality standards.
<br />
<br />Disaster response and recovery is quintessentially about rapid and prudent decisions, coordination, efficiency and
<br />safety, and the driving force of these is, simply, knowledgeable and astute personnel. AshBritt will dedicate a senior
<br />management team to the City of Sunny Isles Beach and manpower commensurate to the recovery mission at hand. This
<br />will ensure that project continuity will not be compromised in the event of subsequent disasters in other locations.
<br />AshBritt has sufficient experienced personnel to manage a multitude of projects, as is clearly illustrated herein.
<br />
<br />· Equipment. Ample supplies of purposeful, quality equipment resources are rarely a problem in the aftermath of a
<br />major disaster, as loading, hauling and other support equipment availability heightens as contractors nationwide
<br />typically offer-up and divert their resources. Based on years of experience, it may be claimed that the glut of
<br />unsolicited, mobilized equipment creates some bottlenecks and hampers project management efficiency to a slight
<br />degree. This problem is common to all large recoveries and responsible contractors. Equipment resources and attendant
<br />manpower are often turned away, even if sufficiently qualified, as recovery areas become "saturated" approximating the
<br />efficient level of operations. Generally, however, the resources (equipment and manpower) deployed and utilized during
<br />any recovery mission, although peaking and troughing, fluctuate through the course of the recovery.
<br />
<br />AshBritt maintains a professional fleet of self-loading grapple trucks and other heavy equipment specifically geared for
<br />rapid and efficient debris removal. We also maintain an extensive database and network of subcontractors with specialty
<br />equipment and assets (i.e., bucket trucks, cranes, barges, incinerators, etc.), and expertise related to the demands of
<br />disaster response missions. A lion's share of these subcontractors have practical, real-world experience in disaster
<br />response and recovery, as many have worked on Ash Britt projects or other smaller recoveries. An example of this
<br />database is included herein.
