<br />o <br /> <br />G <br /> <br />o <br /> <br />Subcontracting Participation Statement <br /> <br />- <br /> <br />Subcontractor participation in disaster recovery missions is instrumental to the success of any project. As such, it is <br />important that all stakeholders fully appreciate and comprehend the subcontracting plan and compliance controls <br />exercised by the prime contractor. AshBritt will make every reasonable attempt to use local firms in the recovery <br />mission. AshBritt has always maintained a solid commitment and plan for the inclusion of local, small, minority and <br />disadvantaged businesses. More importantly, we have the historical data and references to substantiate this. <br /> <br />AshBritt clearly understands the complex perception that limits the participation of small, minority and disadvantaged <br />business enterprises on projects. We typically look over these perceptions, simply because the employment of these <br />companies historically benefits all stakeholders after a disaster event: the local community, the firm itself, us as a prime <br />contractor, and the client. Owing to our long history, we have the experience in managing sensitive relationships in <br />complex projects such as disaster recovery, including partnering, teaming, and joint ventures with both small and large <br />firms. We pride ourselves on understanding our role as a professional stakeholder within these relationships and we <br />stay committed to local team building and developing quality relationships. <br /> <br />AshBritt makes ongoing efforts to create new subcontractor relationships. We welcome any referrals by local <br />representatives to meet and to confer with native subcontractors. It behooves all parties involved to establish <br />relationships and commitments prior to any storm event. AshBritt believes that the best solution is pre-disaster planning <br />for identification and eventual inclusion of local businesses in the post-event recovery projects. The pre-event planning <br />and relationship building must take place on an annual basis and any subcontractor lists or relationships need to be <br />consistently updated. <br /> <br />Commitment <br /> <br />Our industry, on the whole, relies heavily on subcontractor resources, both firms and personnel. AshBritt has worked <br />with thousands of subcontractors and individuals over our history. We maintain records and databases of all past <br />subcontractors and employees, and we always encourage new interested firms and qualified individuals to register and <br />submit resumes through our web portal. Additionally, we maintain a core group of standby subcontractors who are <br />exclusively available for deployment on Ash Britt projects. We also engage local firms and local minority, women and <br />disadvantaged enterprises and individuals in recovery efforts whenever possible. Local contractors and individuals are <br />extremely beneficial, as they are quick to mobilize, highly motivated to assist their own community, and knowledgeable <br />of local customs, politics, demographics, geography and area suppliers. <br /> <br />AshBritt has established targets of 55 percent for local subcontracting participation and 75 percent for the use of local <br />goods and services, including targets of greater than 30 percent participation for M/W/SBE. Moreover, AshBritt is <br />committed to giving local firms and individuals the first opportunity for work when such work is available. We have <br />accumulated our robust pool of qualified staff reservists across the country by following such a practice. Simply, all <br />available local resources are indispensable to the rapid, efficient and successful completion of any recovery project. <br /> <br />AshBritt will identify potential local subcontractors and individuals on an ongoing basis through several sources. These <br />may include: the local Chambers of Commerce, locally established M/W/DBE directories, the Florida Office of <br />Supplier Diversity, the FOOT DBE Directory, the SBA 8(a) Minority-Owned and Woman-Owned Business Directory <br />and the SBA, as well as recommendations from local trade associations, equipment dealers, and client personnel. Prior <br />to being added to the disaster recovery team a potential local subcontractor must complete a thorough operational and <br />financial review including: <br /> <br />· Initial structured telephone interview. <br />. Review of equipment, work history, and <br />capability. <br />. Review Dunn and Bradstreet Reports. <br />· Inspect on-site of facilities and equipment. <br />. Obtain approval by City of all screened subs. <br /> <br />. Acquire insurance certificate listing Ash Britt and <br />the City as additional insured. <br />. Execute a Subcontractor Agreement. <br />. Review of resumes for past qualifications and <br />experience (any special certificates) <br /> <br />Relying on subcontractor resources makes it critical to establish stringent standards and guidelines to protect our own <br />and the City's interest. AshBritt's comprehensive Base Subcontracting Plan sets performance criteria for all <br />prospective subcontractors (the full plan is available upon request). It also works to develop a professional and capable <br />workforce and to promote work force diversity and inclusion of small and disadvantaged firms.
