Safety & Health Plan Statement

o

AshBritt has developed a comprehensive Safety & Health Plan (SHP) for employment during any recovery mission.
Our SHP incorporates the aspects necessary to be progressive in our committed priority of ensuring the safety of all
employees, clients and the general public on all of our projects. The SHP stems from our proactive Corporate Safety
Program, an overview of which is included as an attachment at the end of this section. A comprehensive compendium of
all the documents encompassing our Corporate Safety Program resides in our Corporate Office in Pompano Beach. The
complete set of documents can be furnished upon request, as it is size-prohibitive to include herein.

Our emphasis of a culture of safety begins with the assignment of responsibilities to qualified personnel who will have
the authority to implement the provisions of the SHP. Next, the Scope of Work details the standard operating
procedures for the various work phases and the specific Activity Hazard Analyses, which address the possible hazards
involved in the project, are provided for all phases of work. Also, in order to monitor the hazards/risks and exposures in
accordance with this plan, control measures are set in place.

Health and safety provisions include training all personnel on the proper use and application of PPE, sanitation
concerns, housekeeping priorities and medical and First Aid requirements. In addition, all provisions of the National
Fire Prevention Code, the United States Coast Guard Regulations and any applicable local requirements are detailed and
will be adhered to.

An important safeguard included in the SHP is the proper and authorized utilization of machinery, mechanized
equipment and motor vehicles. In order to ensure a proactive safety environment, pre-work inspections along with
periodic site inspections of equipment and personnel will be performed by authorized and qualified personnel. In the
event of an action of non-compliance with the SHP, such as improper SOP or alcohol or substance abuse while on duty,
progressive disciplinary action will be determined by authorized personnel.

An essential piece of an effective SHP is to have informed personnel. This is accomplished by providing training and
instruction to all workers including managers and supervisors and by establishing and maintaining a continuously
flowing employee communication system between management and staff.

o

Ash Britt is committed to safety and striving for a goal of ZERO incidents. In the event of an incident, however, an
accident/exposure investigation process, along with an emergency response and contingency plan, has been established.
In order to comply with OSHA 19]0.]200, Hazard Communications Standard, a written Site Specific Hazard
Communication Program has been established for AshBritt. Along with the Site Specific Hazard Communication
Program, an Accident Prevention Plan is also available for review by any interested employee (a sample is included in
Section 6e).

As referenced above, Ash Britt considers safety and environmental concerns very seriously in any disaster recovery
operation, and we have an impeccable record as a result. During our management of Hurricane Katrina, MS, under the
U.S. Army Corps of Engineers, we maintained negligible lost-time injuries to total-man-hours worked. Additionally, in
managing over 49 temporary disposal sites, we had relatively few environmental safety impacts. Given the scope of the
mission, these achievements are truly extraordinary. They are a true testament to our commitment to safe and
responsible practices.

Furthermore, our past track record in working on several USACE demolition projects in Fort Rucker, Alabama
exemplify our dedication to high standards of safety performance. AshBritt was awarded Contractor of the Quarter
several times for our safety achievements on these projects; one of the presented certificates is included on the
following page for reference.

We pride ourselves on continually training our own personnel, as well as extending that knowledge to our
subcontracting partners through written plans, on-the-job training and outside education. All of our key management
staff as previously expressed are ICS certified and our full-time field personnel are OSHA 40/HAZPOWER certified.

Please review the Health, Safety and Accident Prevention Plan abridged samples included in Section 6e. These
materials include comprehensive examples of Activity Hazard Analyses for the various scopes of the recovery mission.

o

AshBritl, Inc.
