<br />o <br /> <br />o <br /> <br />o <br /> <br />for three (3) years with two (2) one (1) year options for a total of five (5) years with an annual re- <br />certification and price adjustment based on 80% of the Consumer Price Index for the Greater Miami-Dade <br />County Area. <br /> <br />The project consists of post-disaster debris management within the City limits in two parts. <br /> <br />· Part 1 is -Debris Clearance (for access) from Public Rights-of-way and Public Property,. consisting of only <br />pushing debris from the traveled way of city streets and public facilities to open one lane for emergency <br />vehicles. This work will be perfonned on a Time and Material price bases limited to no more than 70 hours <br />of actual work. <br /> <br />· Part 2 is "Debris Removal Operations,' consisting of loading and haufing debris from public rights-of-way to an <br />approved landfill. This work wiD be performed on a Unit Price bases documented by valid load tickets. <br /> <br />When identifying resources to be made avanable under this contract, Contractor shall use a planning standard <br />approach. Specifically, Contractor must identify the expected sources and quantities/numbers of equipment and <br />personnel that will be engaged. Contractor must identify sufficient resources to ensure the avaIability ci personnel <br />and equipment as necessary to initiate aD re<Jlired activities within 24 hours of being so directed and any addtional <br />resources that might be necessary to have all required actions completed within the time frames specified <br />heren. For the purpose of identification of Contractor/Subcontractors a general equipmentlpersonnel <br />inventory will suffice. For Subcontractors, a statement of their commitment to provide resources for this project must <br />be included in the submittal. The planning standard to be used is removal and dISpOSal of approximately 40,000 <br />cubic yards of mixed debris wittln a prescribed operating period of not more than 30 days. <br /> <br />7.7. SEE SECTION 3, INSTRUCnONS TO PROPOSER FOR PROPOSAL PROCESS, SECTION 4, <br />GENERAL PROVISIONS, and SECTION 9, PROPOSER QUAUFIER STATEMENT <br /> <br />7.8. EVALUATION OF PROPOSALS <br /> <br />7.8.1. Potential Contractors will be evaluated for the project based on evidence and statements of <br />compliance/intent provided in their Proposals. First, the City win detennine which Contractors are capable of <br />entering into a contract with the City by satisfying Mandatory Qualification and as outlined in Section 3, Section 4, <br />and Section 9 thus making them e1iQIble for consideratioo. Then, the City will detennine which eligible <br />Contractors satisfy the Project Requirements, thus deeming them qualified for the project. Only quaJjfjed <br />Contractors will move on to the second stage of the evaluation. i.e. consideration of their Project Approach and <br />Fee Proposals for the services descrbed by this RFP package. <br /> <br />7.8.2. The City reserves the right to deny consideration to any Cootractor that does not satisfy the Mandatory <br />Qualificatioo Criteria or is not ~ of satisfying the Project Requirements. However, the City may waive defects, <br />irregularities or infonnalities in the quaDfication process or in any response to the process that, in the City's <br />opinion, seems advantageous to the City and in the best interest of the public. <br /> <br />39 <br />
