Crowder Disaster Recovery will follow all regulations outlined by CITY OF SUNNY ISLES
BEACH, as well as Federal, State, and local laws and regulations as to the storage and disposal of special
debris.

Hazardous waste will be placed into a lined roll-off container, thus eliminating the possibility of leakage and
groundwater contamination. All hazardous waste collected during the debris removal and reduction project
will be disposed of properly through a Hazardous Materials Removal and Disposal Contractor. For all
Crowder projects, the company has retained the services of Gamer Environmental Services, Inc. to assist with
proper containment and disposal methods for hazardous waste. All documentation or receipts for disposal
will be kept as proof of proper disposal.

All construction and demolition (C&D) debris will be hauled direct to a C&D landfill, as directed by CITY OF
SUNNY ISLES BEACH. White goods will be picked up separately and hauled to a white goods storage site or
directly to steel recyclers. All landfill costs will be paid for by Crowder Disaster Recovery, but will be billed
to CITY OF SUNNY ISLES BEACH at cost, unless other arrangements are made.

5) Maintenance of TDSRS
Throughout this period, Crowder will take care to maintain the TDSRS in such a way as to ensure its effective
functioning and the safety of operations being conducted within. During the debris reduction process,
videotape and photographs will be taken to document the TDSRS. Tl\e incinerator's bum pits will have
periodic cool-down and shutdown periods for ash control and charcoal removal. Inspections will be
conducted daily by the Debris Reduction Manager and weekly by the Safety/Quality Control Manager, during
which time the use of the TDSR site can be evaluated.

6) Final Disposal of Reduced Debris
Throughout the process and especially before closing a site, Crowder will haul reduced debris to its final
disposal site. Crowder possesses eight chip trailers with over 100 cubic yard capacities. These would be
employed to load reduced debris and transport it to a final disposal site.

7) TDSRS Remediation
Once the debris reduction is completed and the TDSRS is no longer needed, efforts will start to remediate the
site. The end condition of the site will be documented by video and/or photography. All reduction efforts
(either grinding or burning) will be shut down, and all equipment and temporary structures will be removed
from the site. Any bum pits will be filled in and returned to their original grading. Any unreduced debris
will be taken to an appropriate disposal site. Any specialized debris will be disposed of in a manner
appropriate to its nature.

47 I P age
