<br />j <br /> <br />1. ORGANIZATIONAL STRUCTURE AND KEY PERSONNEL <br /> <br />ORe's organizational structure is illustrated in the organizational chart attached. Resumes for <br />key personnel are included in this proposal. <br /> <br />Responsibilities of key positions for this contract from Management to Field Supervisory Level <br />include: <br /> <br />The Chief Operating Officer (C.O.O.) is positioned at ORC headquarters. The C.O.O. directs <br />and supervises all operational aspects of ORC and team partners in response to a Task Order. <br />The C.O.O. serves as the primary contact between ORC and the client for all contract and other <br />communication. Upon Task Order, the C.O.O. initiates all corporate plans in fulfillment of <br />contract requirements and activates all relevant departments, team partner relationships, <br />subcontract relationships, and reservists. The C.O.O. supervises and directs mobilization of <br />national corporate resources in response to Task Order until all performance targets are met and <br />serves as corporate "responsible party" until all obligations of the contract are fulfilled. <br /> <br />o <br /> <br />The Operations Manager (O.M.) is a member of ORC Senior Management assigned as <br />principal liaison to the client for each operation. The Operations Manager will henceforth be on <br />call and available to respond to the point of contact 24 hours a day, 7 days a week throughout the <br />life of the Task Order. The ORC Operations Manager will have full electronic linkage to the <br />client via cell phone, satellite phone, internet, and/or two-way radios. The O.M. will have <br />responsibility for successful completion of a Task Order and is responsible to the client as well <br />as the ORC C.O.O. <br /> <br />ORe's Project/ Program Manager is responsible for overall management of day to day <br />operations for a specific project. His duties primarily exist in the oversight of field operations <br />although he serves as administrator of his supervisors and office personnel. All field supervisors, <br />crew supervisors, QC managers, safety managers and site mangers report to the project manager <br />throughout everyday, 7 days per week. The project manager shall hold daily meetings with staff <br />to discuss all debris mission issues at a central location that is also open to GOVERNMENT. <br />There duties also include the management of documentation and pubic relations for the specific <br />project. The project Manager reports directly to the KO or the COR. <br /> <br />All Field Supervisors will be assigned sectors or zones within a specific debris area to manage. <br />They will be responsible for supervising the daily activities of the collection crews working to <br />remove debris. Those subcontractors/ crews within the sector or zone are to report directly to <br />ORC's field supervisor with any and all issues. If these issues require upper management <br />decisions, then the supervisor is to report to the project manger immediately. The field <br />supervisor communicates with the project manager at a minimum twice per day to update the <br />project manger of the activity in their particular zone or sector. <br /> <br />o <br /> <br />The field supervisor works hand in hand with the sector safety manager and quality control <br />manager to ensure a safe and compliant operation in the field. He answers directly to the project <br />manager but is instructed to take action if the safety or qc manager raises any safety concerns <br />and has the authority to stop work.
