The Florida prepaid
cOllege plan will not cover
the extra costs to be
charged by UF. FSU and
USF next fall unless
pare-nts enrolled In the
program before Jan. 31.

BY NOAH BIERMAN
nble~MiamiHera~.com
Hundreds oC Florida par-
ents tried to avoid a big
tuition bump at the most pop-
ular public universities by
enrolling in the state's pre-
paid college program last
month. But they were too late.
The prepaid enrollment
period ended in January. So

thousands of parents who
enrolled after that will be sub-
ject to a new state l.,w that
allows the University o( flor-
ida, Florida State and the Uni-
versity of South Florida to
~gin charging an escalating
tuition premium beginning in
fall 2008 that will eventually
increase tuition by about
$1.000 a year.
The law appeared to open
a window of opportunity to
avoid the increase, and left
some parents confused,
The law stated that parents
enrolled in the program by
July I would Dot be subject to
the additional charges, Gov,

Charlie Crist signed the legis-
lation June 27, leading some
parents to believe they had
three days to sign up and
avoid the premium.
Virginia Trujillo signed up
June 28 on behalf of her
7-month-old son, after read-
ing about the new law in a
Miami Herald article. An
additional 375 parents around
Florida aho signed up
between June 27 and July I,
according to prepaid college
plan statistics, That is an
increase of 156 from the same
period last year.
But Trujillo and others
were surpri!!ed to learn they

BROWARD

Traveling
teenager
takes an
Afghan
junket

. His
father, Dr. Redha Hassan,
arranged for him to stay
with friends in Beirut
before he went 10 Baghdad.
Aller a tumultuous stay,
including near-kidnappings,
he stopped by the Associ-
ated Press office, which
alerted the U.S. embassy
and got him shipped home.
In the {ollowing weeks,
Farris ducked media
attempts to interview him
until he finally agreed to an
MSNBG intervies.
He nid he had gone to
Iraq to better understand
the people o( the country
where his parents emi-
grated from 26 years ear-
lier.
This time around, Farris
went to Afghanistan on a
mission to study the prog-
ress of women's rights
since the fall o(the Taliban
regime, and the plight o{
impoverished street kids..
He talked to a number of
women politicians in the
country and told his mother
he was impressed by how
far they had come in so lit-
tle time, Atiya said Farris is
working on a project to
build a school for the git\ed
in Afghanistan.
"I think lor a teenager to
think so big and accomplish
so much is truly something:
to be proud 0(," she said.
"He has opened a new road
for us to start and try to
make a difference in the
world."

FLORIDA KEYS

would not be considered
enrolled. Instead, prepaid
oOicials consider !!uch appli-
cations "pending" until the
enrollment period begins
ag:lin in the fall. By then, par-
enls will have III pay extra if
their children attend UF, FSU
or USF in future years.
"We have like an open
enrollment period every year,
and it ended on Jan. 31," said
Bill Nichols, the prepaid pro-
gram's director of operations.
Nichols said the prepaid
program readjusts costs
yearly, based 00 actuarial
tables, to determine how
much parents will have to

invest to make sure they are
locked in for their children's
tuition at today's prices. The
program does not have year-
round enrollment, but it
accepts applications at any
time and applies them to the
neltt enrollment period. once
prices are adjusted.
Since this year's enroll-
ment period ended, 7,402
families have submitted appli-
cations, an increase of about
600 from tbis time last year.
The program operates
independently of public uni-
versities, so college presi~
dents are not going to inter-
vene. They fought to raise

tuition at their schools,
believing the state's low
luition has reduced quality,
The program guarantees that
tuition increases will not
a((ect existing prepaid con~
tracts.
"Legally, we didn't have to
exempt prepaid, but politi-
cally, the Legislature
insisted," said Bernard
Machen, president of the Uni-
versity of Florida.
The board that oversees
Ihe prepaid plan is expected
to design an account to cover
the higher costs at UF, FSU
and USF, but it has not
announced details.

annual Underwater Music
Festival included The Beatles'
Yellow Submarine and Jimmy
Buffett's Fins.
This year, two local musi-
cians - singing in the sta-
tion's studio - premiered
songs, and opera was added
to the program for the first
time.
"We even played Songs of
the Humpback Whale," said
festival organizer Bill Becker.
"But thankfully, no whales
came,"
Some divers wore cas-

.UU~l'IONllOE(OUN1'YTOUItSTDf'llLO""(IIT(OUllCllj

New songs, opera played
at underwater music show

"';<~~t

tumes and imitated musician!! ;
including Elton John, Sammy;
Hagar and Sonny and Cher,
"I think it's totally unique:' :
said Louise Trewavas, of Lon- ,
don, "Not only do you have:
Ihis amazing spectacle, you ~
have all tbe iantastic fish that ~
came to listen and take part in ~
the festival.- '
The event at Looe Key reef j
also had a serious side.
