<br />ents tried to avoid a big
<br />tuition bump at the most pop-
<br />ular public universities by
<br />enrolling in the state's pre-
<br />paid college program last
<br />month. But they were too late.
<br />The prepaid enrollment
<br />period ended in January. So
<br />
<br />thousands of parents who
<br />enrolled after that will be sub-
<br />ject to a new state l.,w that
<br />allows the University o( flor-
<br />ida, Florida State and the Uni-
<br />versity of South Florida to
<br />~gin charging an escalating
<br />tuition premium beginning in
<br />fall 2008 that will eventually
<br />increase tuition by about
<br />$1.000 a year.
<br />The law appeared to open
<br />a window of opportunity to
<br />avoid the increase, and left
<br />some parents confused,
<br />The law stated that parents
<br />enrolled in the program by
<br />July I would Dot be subject to
<br />the additional charges, Gov,
<br />
<br />Charlie Crist signed the legis-
<br />lation June 27, leading some
<br />parents to believe they had
<br />three days to sign up and
<br />avoid the premium.
<br />Virginia Trujillo signed up
<br />June 28 on behalf of her
<br />7-month-old son, after read-
<br />ing about the new law in a
<br />Miami Herald article. An
<br />additional 375 parents around
<br />Florida aho signed up
<br />between June 27 and July I,
<br />according to prepaid college
<br />plan statistics, That is an
<br />increase of 156 from the same
<br />period last year.

<br />Seventeen-year-old Far-
<br />ris Hassan created a media
<br />frenzy 18 months ago when
<br />he took 0(( for Iraq without
<br />his mother's knowledge,
<br />has done it again - this
<br />time to Afghanistan.
<br />Farris, who turns 18 on
<br />July 3D, didn't tell his
<br />mother he would be travel-
<br />ing to
<br />Kabul, the
<br />capital of
<br />Afghani-

<br />he wu

<br />home Tuesday. said Shatha
<br />Atiya, Farris' mother,
<br />Farris graduated from
<br />Fort Lauderdale's exclusive
<br />Pine Crest Preparatory
<br />School this spring.
<br />'We had just gotten back
<br />{rom his sister's graduation
<br />from St. George's School of
<br />Medicine in New York,"
<br />Atiya said. "He called me
<br />{rom the airport and has
<br />called every day since he
<br />left."
<br />In December 2005, Far-
<br />ris took of ((or Kuwait City
<br />alone and e-mailed his par-
<br />ents when he'd arrived. His
<br />father, Dr. Redha Hassan,
<br />arranged for him to stay
<br />with friends in Beirut
<br />before he went 10 Baghdad.
<br />Aller a tumultuous stay,
<br />including near-kidnappings,
<br />he stopped by the Associ-
<br />ated Press office, which
<br />alerted the U.S. embassy
<br />and got him shipped home.
<br />In the {ollowing weeks,
<br />Farris ducked media
<br />attempts to interview him
<br />until he finally agreed to an
<br />MSNBG intervies.
<br />He nid he had gone to
<br />Iraq to better understand
<br />the people o( the country
<br />where his parents emi-
<br />grated from 26 years ear-
<br />lier.
<br />This time around, Farris
<br />went to Afghanistan on a
<br />mission to study the prog-
<br />ress of women's rights
<br />since the fall o(the Taliban
<br />regime, and the plight o{
<br />impoverished street kids..
<br />He talked to a number of
<br />women politicians in the
<br />country and told his mother
<br />he was impressed by how
<br />far they had come in so lit-
<br />tle time, Atiya said Farris is
<br />working on a project to
<br />build a school for the git\ed
<br />in Afghanistan.
<br />"I think lor a teenager to
<br />think so big and accomplish
<br />so much is truly something:
<br />to be proud 0(," she said.
<br />"He has opened a new road
<br />for us to start and try to
<br />make a difference in the
<br />world."

<br />"We have like an open
<br />enrollment period every year,
<br />and it ended on Jan. 31," said
<br />Bill Nichols, the prepaid pro-
<br />gram's director of operations.
<br />Nichols said the prepaid
<br />program readjusts costs
<br />yearly, based 00 actuarial
<br />tables, to determine how
<br />much parents will have to
<br />
<br />invest to make sure they are
<br />locked in for their children's
<br />tuition at today's prices. The
<br />program does not have year-
<br />round enrollment, but it
<br />accepts applications at any
<br />time and applies them to the
<br />neltt enrollment period. once
<br />prices are adjusted.
<br />Since this year's enroll-
<br />ment period ended, 7,402
<br />families have submitted appli-
<br />cations, an increase of about
<br />600 from tbis time last year.
<br />The program operates
<br />independently of public uni-
<br />versities, so college presi~
<br />dents are not going to inter-
<br />vene. They fought to raise
<br />
<br />tuition at their schools,
<br />believing the state's low
<br />luition has reduced quality,
<br />The program guarantees that
<br />tuition increases will not
<br />a((ect existing prepaid con~
<br />tracts.
<br />"Legally, we didn't have to
<br />exempt prepaid, but politi-
<br />cally, the Legislature
<br />insisted," said Bernard
<br />Machen, president of the Uni-
<br />versity of Florida.
<br />The board that oversees
<br />Ihe prepaid plan is expected
<br />to design an account to cover
<br />the higher costs at UF, FSU
<br />and USF, but it has not
<br />announced details.
